I <br />I <br />I <br />I <br /> <br />I <br /> <br />I <br />I <br />I <br /> <br />I <br />! <br />I <br /> <br />City Code Article 150.018 Health Hazards covers remedial <br />action and measures to identify systems creating nuisances <br />or health hazards. <br /> <br />5.1) City Code Article 150.018D gives the City the right to <br /> repair any system creating a health hazard. <br /> <br />~' 5.2) City sewage disposal system standards require that all con- <br /> struction meet current on-site disposal standards. <br /> <br />6) <br /> <br />The City of Ramsey requires that all contractors that install, <br />repair or maintain on-site sewage disposal systems within the <br />City be licensed by the City. <br /> <br />6.1) Ail licensed contractors are required to post a bond to insure <br /> satisfactory performance within the City of Ramsey. <br /> <br />6.2) Beginning in 1982 the City will require work records and <br /> pumping records from all on-site sewage disposal systems <br /> installers and pumpers. <br /> <br />7) <br /> <br />Current City codes authorize the plumbing inspector to enforce <br />the ordinance. Beginning in 1982, the City will implement the <br />two year inspection program by requiring all residents to <br />inspect their systems. This program will be implemented by <br />newsletter and will require the on-site-~isposal pumper or <br />inspector to submit a copy of a three part form to the City <br />on a bi-annual basis. The form will contain the name and <br />address of the owner, type of system'and location, date, <br />condition of system, recommendations, action taken and signa- <br />ture of homeowner and pumper or inspector. <br /> <br />7.1) City codes give the plumbing inspector the authority to <br /> enforce on-site disposal standards. <br /> <br />7.2) The City Council has the authority to appoint or dismiss any <br /> employee of the City. <br /> <br />7.3) The City of Ramsey does not have any ordinances for selective <br /> delegation. However, the City Administ~rator has the authority <br /> to delegate responsibilities among all employees. <br /> <br />8) <br /> <br />City Code Article 150.019 provides for the enforcement, appeal <br />and variances to the Sewage Disposal Systems Code. <br /> <br />8.1) Ramsey's Sewage Disposal.Systems Code requires that all cost <br /> due to violations be borne by the violator. <br /> <br />8.2) Article 150.018B of the Sewage Disposal Systems Code provides <br /> the Plumbing Inspector authority to stop work and require <br /> corrective work. <br /> <br />7lb 10-13-81 <br /> <br /> <br />
