I <br /> <br />! <br />I <br /> <br />'1 <br /> I <br /> I <br /> I <br /> <br />Fublic ]:earing <br />October 17, 1977 <br />Page Two <br /> <br />¥orth of 153rd there are 20 acres to the west of the quarter line which <br />were not ~n the urban plan and the land owner asked that he be brought <br />into the ~.°B I Classification which will allow the low traffic generating <br />type of professional and business services but exclude multiple housing. <br /> <br />Across from the City Hall, east of ~igbway 47, a little more UB District, <br />which was taken out of the UC District, was included because of the <br />topography. <br /> <br />East of Ramsey Terrace there is now a residential subdivision that is <br />called Flintwood }{ills. The boundary lines between the UEE and UEB districts <br />in this area have been redrawn to Conform with the ¥1intwood Hills plat <br />boundary lines. <br /> <br />Southeast of the Ramsey Elementary School is zoned UER but is actually <br />a UR District. There is a corner of about seven acres. The land owner <br />involved has asked the City to create a business district there. The <br />Planning Commission sent their recommendation to the Council that it <br />be made a ~B zone. Council tabled it until this Hearing. <br /> <br />~(r. ](ereson indicated that the business district along Highway 10 and <br />South of Highway l0 is an area of considerable concern. He said that <br />no change has been made in this area although this is an area of <br />specific concern. <br /> <br />Attorney Goodrich explained that a mistake was made at the June 30th Hearing. <br />Fe said he thought the South portion of Parcel 1520 was zoned so that <br />comm. ereial zoning was south of the Orossltne building, but it is not. It <br />is on the I.~'orth line of Rtvlyn Street. He also commented that the whole <br />area ~s in the Critical Rivers area and said that the Council should take <br />input on it. <br /> <br />Rob Isakson explained that the septic tank ordinance is a revision of <br />existing ordinances. It established guidelines, construction require- <br />ments, maintenance and inspection guidelines and establishes the type <br />of systems that can be operated within various sections of the City. <br /> <br />He explained that the City is broken down into two areas in terms of sewage <br />disposal. Septic tanks and drain fields wi]/ be allowed in the transition <br />area and rural service area. Others will be allowed within an area which <br />has been designated the 1990 sanitary sewer availability area. It includes <br />the industrial area. Ye explained that another change to the proposed <br />ordinance is to prohibit the connection of any device that discharges <br />surface water. <br /> <br />kr. Isakson said there are no changes on the inspection ordinance. The <br />City will have someone inspect every septic tank system within Ramsey <br />every two years and at that time, based on his knowledge of the ordinance <br />and septic tank systems, determine whether it should be pumped or not, and <br />if the system is operating properly. <br /> <br />Russ Lane explained that he had a bad experience with a previous inspector <br />that resulted in his spending two week's time and over $400.00 to put in a <br />drain field. He expressed concern about preventing this from h~ppening in <br />the future. <br /> <br /> <br />
