'-It is probable that the southeast corner of the <br />City which is generally the area on which the urban Plan <br />Ame~Sme~t concentrates, will receive metroplitan sewer ser- <br />vices through the proposed CAB Interceptor sometime in early <br />to mid 1980's. <br /> <br /> 11. That in response to Metropolitan Council directives, <br />it is necessary to limit the density of population in those <br />portions of the City lying north of 153rd Avenue N.W., and <br />west of Sunfish Lake Boulevard, generally all that area of <br />the City except that contained within the Plan Amendment. <br /> <br /> 12. In order to encourage a less dense population in <br />the area described in Paragraph 11 above, it is necessary to <br />increase lot sizes in these areas. <br /> <br /> 13. Applicable Metropolitan Council policies are based <br />on the concept that the density of population is directly <br />related to potential pollution problems, including but not <br />limited to, ground water pollution. <br /> <br /> 14. In order to delay the premature extension of sewer- <br />age systems into the more rural areas of the City, it is <br />necessary to adopt more comprehensive ordinances regulating <br />individual sewage disposal systems. <br /> <br /> 15. That is in the public interest and necessary to <br />protect and preserve the public health and welfare that the <br />Plan Amendment be adopted. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> 16. That the boundary between the rural and transition <br />area is based (1) upon logical drainage, preservation of the <br />Trott Brook area as a unique asthetic feature of the City, <br />(2) and use of property lines where possible consistent with <br />other factors. <br /> <br /> 17. That the zoning map becomes less complex to admini- <br />ster by the elimination of unnecessary zoning districts. <br /> <br /> 18. That it is necessary to amend the home occupation <br />language in order to reduce conflict between business and <br />residential uses and to preserve the character of the resi- <br />dential districts. <br /> <br /> 19. That it is necessary to adopt ordinance language <br />which provides for asthetic standards which are designed to <br />maintain and enhance property values of the subject property <br />and surrounding values. <br /> <br /> 20. That in order to accomplish staged growth within the <br />City, it is necessary to have three (3) different development <br />districts. <br /> <br /> 21. That because of its unique development characteristics, <br />it is necessary to adopt specific ordinance language re~ating <br />only to the Urban Development District. <br /> <br /> <br />
