I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br /> A public hearing regarding Sealcoating Improvement Project #83-3 for <br /> Whispering Pines Plat #4 was called to order by Mayor Gamec at 7:03 p.m. <br /> on Tuesday, June 14, 1983 at the Ramsey Municipal Center, 15153 Nowthen <br />.Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: Mayor Thomas Gamec <br /> Councilmember Gary Reimann <br /> Councilmember Sue Van Wagner <br /> Councilmember Jean Schlueter <br /> <br />Members Absent: Councilmember A1Sorteber§ <br />Also Present: City Engineer Raatikka <br /> <br />City Engineer Raatikka made a slide presentation of the proposed project <br />and estimated costs. Mr. Raatikka also presented an alternative to <br />sealcoating, overlay. <br /> <br />Margaret Henke - 8062 154th Avenue N.W. - Inquired as to which the City <br />was proposi'ng, sealcoating or overlay. <br /> <br />Mr. Raatikka replied that the City normally doeE sealcoating, but if a <br />certain area desires overlay, the City could possibly approve that too. <br /> <br />Mayor Gamec stated that the City looked into overlay about 3 years ago <br />and considering the extended life possible of sealcoating because of <br />soil conditions in Ramsey, it was decided that overly wasn't really <br />necessary. <br /> <br />Mrs. Henke noted that her street is one block long, doesn't have much <br />traffic and isn't even 5 years old yet and she doesn't feel sealcoating <br />is necessary at this time. <br /> <br />Mayor Gamec explained that sealcoating isn't just to repair cracks and <br />potholes, that it restores the elasticity of the blacktop. <br /> <br />Mrs. Henke stated that she has lived in Ramsey less than two years and <br />the valuation of her home has been raised twice and now they will be <br />receiving a sealcoating assessment and requests that Council consider <br />people and econom~ic times when they make these decisions. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to <br />adjourn the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Van Wagner. Voting No: None.
