I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing regarding Street Improvement Project #83-15 for 152nd <br />Avenue NW, 153rd Avenue NW, Hematite Street NW, Jaspar Street NW, etc. <br />was called to order by Mayor Gamec at 9:00 p.m. on Tuesday, June 14, <br />1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember A1 Sorteberg <br />Councilmember Gary Reimann <br />Councilmember Jean Schlueter <br />Councilmember Sue Van Wagner <br /> <br />Also Present: City Engineer <br /> Raatikka <br /> <br />C~ty Engineer Raatikka made a slide presentation of the proposed project. <br /> <br />Mayor Gamec made the following comments: Blacktop mat will be 1½-2" thick; <br />blacktop does not help or hinder speeding - speeding is controlled by the <br />neighborhood; Ramsey is under Minnesota Uniform Signing Code and 'Children <br />At Play' signs are no longer allowed on City streets without forfeiting MSA <br />funds and Signing funds; Sealcoating will be required every 5-7 years. <br /> <br />Ken Peterson - 15407 Hematite Street NW - Submitted a petition to Council <br />requesting that the blacktop project be terminated at the high line or <br />approximately 153rd Avenue for the following reasons: <br /> <br />1. Six out of 7 of the assessed units on the northern portion of Hematite <br /> wish to be excluded. <br /> <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />That the exclusion of this portion of the project will not affect <br />the majority of those who originally petitioned this project. <br /> <br />That the remainder of Hematite and 156th Avenue will remain unpaved <br />regardless of the vote. <br /> <br />That the City will not experience any undue or out of the necessary <br />road maintenance due to the existing unimproved roads in the immediate <br />area. <br /> <br />That the said units were originally a part of a separate addition <br />known as the Menkveld Addition and do not compare in size and <br />frontage with the Beaudry Addition. <br /> <br />That the citizens in this subdivision find a number of injustices <br />in the assessment process: <br /> <br />That a person on 153rd Avenue has close to 900 ft. of frontage <br />and will only be assessed for 1 unit where the people across <br />the street will pay for 4 units, <br /> <br />I <br />I <br /> <br />Sp C/June 14, 1983 <br /> Public Hearing <br /> Page I of 2 <br /> <br /> <br />
