I <br />I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br /> <br />Chairman Greenberg introduced State Representative Ernie Larsen. <br /> <br />Ernie Larsen presented EDC with copies of an abbreviated 1983 Legislative <br />Summary report and noted that the contents therein will not be official <br />until the Governor has signed the bills and the deadline for that is midnight, <br />Thursday, June 9, 1983. <br /> <br />Commissioner Schneider arrived at this time. <br /> <br />Ernie Larsen then reviewed the 1983 Legislative Summary report with EDC. <br /> <br />Commissioner Cox inquired if Ramsey qualified as being one of the Economic <br />Enterprise Zones mentioned in the summary. <br /> <br />Mr. Larsen stated that application could be made by Ramsey, but the primary <br />intent was for those areas highest in unemployment. <br /> <br />Commissioner Cox noted that there are many people, P&Z members, Council <br />members, Park Board members, that don't realize there is a problem in <br />Ramsey, such as unemployment. Commissioner Cox stated that he has been <br />informed by Gene Walters of Waltek, Inc., that he averages no less than <br />one application for a job per day. Commissioner Cox further commented that <br />we create, through Government, cost of living raises, there is a chain <br />reaction of raises and we fool ourselves thinking things are getting <br />better by way of increases and this affects every aspect of our society. <br />Commissioner Cox stated that this past legislation has created a lot of <br />problems, such as circuit breaker mentioned in summary, that people don't <br />understand and it will end up costing them money. These so called <br />benefits do not address the average wage earner because he has his nose <br />to the grindstone just to hang on and can't afford the time and money to <br />find out what programs are available and how to use them. <br /> <br />Some discussion ensued regarding formula for taxation based on market <br />value. <br /> <br />Commissioner Cox stated that the formula is based on market value, then <br />the State adds a whole combination of credits which pumps the public full <br />of BS, and why doesn't the State just say what they want and eliminate <br />need for credits. State creates a law in one respect and defeats it in <br />the next. <br />Mr. Schnelle noted discrepancy of market value of homes between various <br />communities. <br /> <br />Mr. Larsen stated that the State has not really gotten totally involved <br />in establishing market value and that new communities will be assessed <br />higher than older communities. <br /> <br />Commissioner Cox noted that we are working towards recognition of Ramsey <br />and requested that Mr. Larsen's stationary reflect his home address as <br />Ramsey and not Anoka. <br /> <br />Mr. Larsen stated that he has tried in the past, that it created confusion <br />in that it was mistaken for Ramsey County, and that on his next printing <br />of stationary he would designate 'City of Ramsey' <br /> <br />EDC/June 8, 1983 <br />Page 2 of 4 <br /> <br /> <br />
