I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Ron Mitchell stated that all of Ramsey's 5th, 6th and 7th graders attend <br />Sandburg and he sees that as a responsibility of Ramsey. <br /> <br />Councilmember Reimann stated that it is the responsibility of the School <br />District to teach children and it is the responsibility of parents to <br />control the after school activities of the children and that he sees this <br />program as more of a babysitting service. <br /> <br />Mayor Gamec stated that the fact is the parents are not controlling the <br />after school activities and the City of Ramsey should help. <br /> <br />Marc Hadley replied that community school activities have been the highlight <br />of children's days, that the activities improve their self-image and their <br />image of their school and the program is of great value. <br /> <br />Mayor Gamec stated that he is in favor of the program, but if any more funding <br />would be required from th~ City, a review of the program would definitely <br />be required. <br /> <br />Marc Hadley stated that~.~here would also be the option to charge participants <br />of the program for the factivlty bus. '~Mr. Hadley also noted that Ramsey <br />provides ~ervices for it's childre~ in grades Kindergarten through 4th and <br />Ramsey should Provid~ services for the 5th, 6th and 7th graders. <br /> <br />Councilmember Schlueter stated that she agrees with Mr. Hadley and she also <br />understands Councilmember Reimann's point and if the budget allows she is in <br />favor of the program. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Schlueter to adopt <br />Resolution #83-112 to enter into a joint powers ~ontract with Sandburg <br />Middle School, City of Anoka and Anoka-Hennepih School District 911 to <br />grant additional funding in the amount of $2,130.00 for the Sandburg <br />Community School Youth Program, further that said program be presented <br />to Ramsey City Council in March, 1984 by the Community School Director <br />and Sandburg Principal for review and that said funding is contingent upon <br />busing being provided for' the RamseY children by the School District. <br />(Please refer to resolution file for P~solution #83-112). <br />Further Discussion: Councilmember Reimann stated that this.is the wrong <br />time to authorize more funding without first reviewing the budget situation <br />and knowing just how many Ramsey children' will participate in the program. <br />Councilmember Reimann then inquired as to how much of Mr. Hadley's salary <br />does Ramsey pick up. Mr. Hadley replied 70%. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg and <br />Reimann. Voting No: Councilmember Reimann. Absent: Councilmember <br />Van Wagner. <br /> <br />COUNCIL NEW BUSINESS <br /> <br />Case #1: Request For A Conditional Use Permit And Site And Design Plan <br /> <br /> Approval; Case Of Faith Baptist Church Of Ramse¥: <br /> <br />Mr. Reed prasented site plans and building plans. <br /> <br />Discussion ensued regarding entrances and exits onto Cty.
