Voting yes ~ . <br /> Voting no <br /> <br /> NOTE: We do have to publish the public hearing dates. <br /> We also will publish the resolution whicb contains the <br /> City budget calendar. <br /> ~// e) Preliminary 1984 Levy Limitation Calculations and Local <br /> Government Aid - Enclosure (D2-d) contains a letter dated <br /> June 30, 1983 from the Minnesota Department of Revenue <br /> which contains preliminary 1984 levy limitation calculations <br /> and local government aid for 1984. Note "#". This indicates <br />~ ~ ! the Cityls computation to arrive at preliminary levy for 1984. <br /> It is interesting to note that our loca~ government aid in- <br /> creased only $9,307 over 1983. Further, tax increase is <br /> limited to ~pproximately $~6,980 over the 1983 budget which <br /> is going t~icrea~e problems for the City of Ramsey as it is <br /> jsut unrealistic. <br /> <br /> Council'~Action: No ~ction is required, just to note in the <br /> <br /> minutes that you have reviewed the letter contained in the <br /> above enclosure. <br /> <br />CASE #~: CITY CODE CHAPTER 110.04 "WEEDS": <br /> <br />The following item will have to be addressed under this case by the <br />City Council: <br /> <br />a) <br /> <br />Paragraph 110.143 of the City Code entitled "Growing Grass" <br />is really creating a problem here in the City of Ramsey with <br />the citizens. Some want strict compliance with this paragraph <br />of the City Code and others are opposed to the cutting of grass <br />for various reasons. Due to all the rain we have had this year, <br />the grass is growing rapidly all over the City of Ramsey. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />b) <br /> <br />Accordingly~ we are requesting that Council consider amending <br /> :hapter 110.14 of the City Code by removing Paragraph 110.143. <br /> 'lease refer to enclosure (D2-e) which contains the questionable <br /> ~h. There is no way we will be able to enforce that <br /> ,aragraph of the Code this year or any other wet year. Further, <br /> don't think that paragraph of the Code was meant to be enforced <br />~n rural areas where you have the large one acre lots and up. <br /> <br />Council Action: Your action will be to approve/disapprove of <br />amending Chapter 110.14 of the City Code by removing paragraph <br />1]0.143. <br /> <br />Appointing of a Deputy Weed Inspector - The Mayors of Cities in <br />the State of Minnesota are ~ppointed wead inspectors by law, <br />however, most cities appoint a deputy weed inspector. Accordingly <br />I am requesting that the Council consider appointing Mr. Bruce <br />Bacon, tree inspector, to also serve as the City's ~eputy Weed <br />inspector. Present City Staff just does not have the time to <br />cover this area. <br /> <br /> <br />
