Motion by Commissioner Fults and seconded by Commissioner Muller to appoint <br />a Nominating Committee to the Airport Commission to be made up of the Chairmen <br />of the three EDC subcommittees, that this Nominating Committee submit names <br />of those persons they feel represent a reasonable cross section view of the <br />airport issue, that these names be submitted to the EDC Chairman by July 20, <br />1983 for Council action on July 26, 1983. <br /> <br />! <br />! <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Miller, Muller, <br />Guy, Schneider and Fults. Voting No: None. Absent: Commissioners Schmidt, <br />Cox and Sentyrz. <br /> <br />Case ~3: Charter Commission: <br /> <br />! <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />Mayor Gamec summarized the proceedings of the initial Charter Commission meetings. <br />Mayor Gamec further cof~mented that Mr. Dorn, attorney for the Charter Commission, <br />gave a very informative presentation at the last meeting of the Charter Commission <br />and a motion was passed to proceed with the writing of a charter. Mayor Gamec <br />stated that a lot of th'i~'gs the Commission thought that a charter could do, <br />actually, cannot because?~f State statutes. He stated that the 3 major items <br />under consideration 'by. the Charter Commission are initiative and referendum, <br />recall and eiectin~ officials by precinct. <br /> ~' .-- . ._ ,-!..~ .. <br />Mayor Gamec stated that the public opinion subcommittee of the Charter Commission <br />has been approaching City. Staff Jnd various Ramsey commissions and organizations <br />for their input regarding charters; and they would like the same input from EDC. <br /> <br />Mayor Gamec explained that if the City is not allowed to expand by means of <br />sewer and water being brought in to certain areas, taxes will have to be <br />raised drastically and if raising taxes is put-'to a referendum and is defeated, <br />the City will go bankrupt. <br /> <br />Mayor Gamec stated that the procedure to be followed at this time is to draw <br />up a charter, publish it two times, in it's entirety in the legal newspaper <br />and submit it to the public for a vote. <br /> <br />Mayor Gamec stated that he is currently working on a budget for the Charter <br />Commission for Council's approval and the monies will come from Council <br />Contingency Fund. <br /> <br />Mayor Gamec noted that the citizens are making more and more demands for <br />services and the City is looking at raising the levy limitation next year <br />just to cover the City's current services. <br /> <br />I <br />I <br /> <br />Commissioner..Guy stated that the citizens should not expect to move to a <br />community with lesser taxes and expect the same.services as a community with <br />higher taxes. <br /> <br />Commissioner Fults and Councilmember Schlueter stated that there is very little <br />public participation at Charter Commission meetings. <br /> <br />Mayor Gamec stated that his biggest fear is that the Charter will become <br />involved with financing and tie up City progress and if that is the case, <br />he will not support the charter. <br /> <br />Motion by Commissioner Muller and seconded by Commissioner Schneider that the <br />next regular meeting of the EDC be held on Wednesday, August 10, 1983 at <br />7:30 p.m. and that members of Charter Commission be invited to this meeting <br />for the purpose of obtaining EDC's input to the charter. <br /> <br />EDC/July 13, 1983 <br /> <br /> <br />
