I <br />! <br /> <br />Commissioner Zimmerman, regarding Item #5, inquired as to why it was even <br />necessary for the City to get involved and why don't the developers of the <br />north have just give the land for an additional 9 holes of golf to Mr. Bulen <br />directly. <br /> <br />I <br />I <br />i <br />I <br />I <br />I <br /> <br />Mr. Dom explained that in order for the developer's of the north have to <br />acquire a tax deduction the land must be donated to a public body which <br />Mr. Bulen is not. This mechanical feature is permissible under internal <br />revenue code. <br /> <br />Commission consensus is that access to the property would have to be reviewed <br />by State Highway Department. <br /> <br />Chairman Peterson suggested returning the park land proposed to be used to <br />the donator, Mr. Tom Anderson, who is also one of the developers of this <br />proposed PUD and collecting a park fee from Mr. Anderson. <br /> <br />Mr. Dorn noted that by the City retaining title and leasing the property to <br />a private owner, the land would return to the tax roles. <br /> <br />CommisSion agreed that including this park~land in the golf course would be <br />the best use of thi~"property. <br /> <br />Mr. Berg stated tha~~ this con~eP~ ~hould be reviewed with DNR. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Commissioner Deemer suggested that the two parcels the developers are requesting <br />being zoned for multiple dwellings just be designated outlots, that it might <br />be misconstrued by the public that the City intends to brin~ sewer and water <br />this far north. <br /> <br />City Administrator Schnelle suggested advance covenance for residential <br />property owners in the PUD. <br /> <br />Mr. Dorn stated that plans are to give the residential property owners 5 years <br />free golfing privileges at the course. <br /> <br />Mr. Berg Suggested that this PUD concept be presented to Council before proceeding <br />to the preliminary plat approval stage. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Schneider to recommend <br />Ramsey City Council approve the conceptual plan for a PUD, as presented <br />providing City ordinance are met as determined by the City Engineer and <br />City Attorney, that there be one direct access to the property from State Hwy. <br />~47, that the Park Board review utilization of existing park land and that the <br />two parcels proposed for multiple dwellings be designated as Outlots A and B. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Zimmerman, Deemer, <br />Isakson, Schneider and LaDue. Voting No: None. <br /> <br />Chairman Peterson noted a special meeting of P&Z to be held Tuesday, July 19, <br />1983 at 7:30 p.m. regarding Capital Improvement Program. <br /> <br />I <br />I <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Schneider and seconded by Commissioner Isakson to adjourn <br />this special meeting of the Planning and Zoning Commission. <br /> <br />Sp P & Z/July 12, 1983 <br /> Page 3 of 4 <br /> <br /> <br />
