I
I
I
I
I
I
I
i

COMMITTEE REPORTS

A. ~udget Committee - Commissioners Gamec and Bauerkem~er

Commissioner Gamec Stated his preliminary budget figure is approximately $9300,
which would include legal fees, election cost~, secretarial costs, postage,
supplies and printing (providing the legal printing of the charter can be in
summary form). Commissioner Gamec stated that he would provide a more structured
proposed budget at the next regular meeting of the Commission.

Commissioner Bauerkemper stated she would obtain copies of Charter Commission
budgets from other cities.

Commissioner Sieber noted that the legal printing of the charter must be
performed two times and in it's entirety.

B. Information Committee -

Public O~inion Cgmmittee - Commissioners[ Sieber and Buchanan

Commissigner Sieber stated that he and Commissioner Buchanan have
spent some 20~hours obtaining public opinion regarding a charter
and the response.pf, the .ma. jgrity was that they would like to see a
proposed cha~ter in order to compare it to Ramsey's present form of
government. Commissioner Sieber also stated that there was some
opposition to the charter on the basis that it would cost the taxpayers
more money and that it. would stagnate the operation of City business.

I
I
I
I

Commissioner'Buchanan stated that if the Charter Commission remains
within the $1500 guideline, it would average out to less than $.15
per capita. Commissioner Buchanan also noted that if the Charter
Commission budget is $10,000, that would still be less than $1.00
per capita in the City of Ramsey.

Commissioner Gamec Cautioned Commissioner Buchanan against making
statements quoting costs. Commissioner Gamec stated that if the
Charter Commission spends more than anticipated, the public could
see it as a deterrent and i~ could ruin a very good charter.

Commissioner Buchanan stated that there are individuals and groups
predisposed to the idea of a charter and the Charter Commission
should go out of it's way to get those individuals and groups involved.

2. Charter Advantage Committee - Commissioner Data

Commissioner Data provided a handout to all members listing such
advantages as:

I
I

a.
