Outside Opinion Committee - Commissioner Bauerkemper <br /> <br />Commissioner Bauerkemper stated that she has talked with representatives <br />from two different charter cities. One of the city's thinks charters <br />are fantastic and the other city is having problems because the <br />charter was written vindictively and without the assistance of an <br />attorney. <br /> <br />C. Rules Committee - Chairman Heitman, Commissioners Greenberg and Lichther - <br /> <br />I <br />I <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Commission consensus is to remain with the Roberts Rules of Order. <br /> <br />COMMISSION INPUT <br /> <br />Motion by Commissioner '-Sieber and seconded by Commissioner Bauerkemper to <br />proceed, with the writing'of a charter. <br /> <br />Voting Yes: Commissioners Sieber, Buchanan, Bauerkemper, Lichter and Gamec. <br /> <br />Further Discussion: Commissioner Gamec reiterated that he informed some <br />concerned citizens that there wo~ld be a public hearing prior to the decision <br />to write a charter.' Commissioner-Data stated that he would liked to have had <br />Commissioner Titterud's input regarding disadvantages of a charter. Chairman <br />Heitman stated that he would like to have Commissioner Titterud's vote on this <br />motion. Commissioners Sieber and Buchanan stated that Commissioner Titterud <br />forfeited his right to vote when he chose not 'to attend tonight's meeting. <br />Commissioner Greenberg inquired as to the status of the Charter Commission <br />if the motion on the floor does not pass. The Commission informed Commissioner <br />Greenberg that the motion was to proceed with the writing of the charter <br />at this time and if the motion did not pass it would not ~ean the abolishment <br />of the Charter Commission. Commissioner Bauerkemper stated that a public <br />hearing could still be conducted, that some valuable information could be <br />obtained that would be very useful during the writing of the charter. <br />Commissioner BUchanan commented that any person having input regarding a <br />charter can attend any meeting of the Charter Commission and voice their <br />opinion. <br /> <br />Motion by Commissioner Gamec and seconded by Commissioner Data to adjourn the <br />regular meeting of the Charter Commission. <br /> <br />Commissioner Sieber objected to Commissioner Gamec's motion to adjourn because <br />there is a motion of higher priority on the floor. <br /> <br />Commissioner Gamec stated that he assumed that Commissioner Sieber's motion <br />to proceed with the writing of a charter had been voted on and passed. <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Buchanan to set <br />an adjournment time of 11:55 p.m. for this regular meeting of the Ramsey <br />Charter Commission. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Gamec, Data, <br />Greenberg, Sieber, Buchanan, Bauerkemper and Lichter.
