Outside Opinion Committee - Commissioner Bauerkemper Commissioner Bauerkemper stated that she has talked with representatives from two different charter cities. One of the city's thinks charters are fantastic and the other city is having problems because the charter was written vindictively and without the assistance of an attorney. C. COMMISSION INPUT Motion by Commissioner '-Sieber and seconded by Commissioner Bauerkemper to proceed, with the writing'of a charter. Voting Yes: Commissioners Sieber, Buchanan, Bauerkemper, Lichter and Gamec. Further Discussion: Commissioner Gamec reiterated that he informed some concerned citizens that there wo~ld be a public hearing prior to the decision to write a charter.' Commissioner-Data stated that he would liked to have had Commissioner Titterud's input regarding disadvantages of a charter. Chairman Heitman stated that he would like to have Commissioner Titterud's vote on this motion. Commissioners Sieber and Buchanan stated that Commissioner Titterud forfeited his right to vote when he chose not 'to attend tonight's meeting. Commissioner Greenberg inquired as to the status of the Charter Commission if the motion on the floor does not pass. The Commission informed Commissioner Greenberg that the motion was to proceed with the writing of the charter at this time and if the motion did not pass it would not ~ean the abolishment of the Charter Commission. Commissioner Bauerkemper stated that a public hearing could still be conducted, that some valuable information could be obtained that would be very useful during the writing of the charter. Commissioner BUchanan commented that any person having input regarding a charter can attend any meeting of the Charter Commission and voice their opinion. Motion by Commissioner Gamec and seconded by Commissioner Data to adjourn the regular meeting of the Charter Commission. Commissioner Sieber objected to Commissioner Gamec's motion to adjourn because there is a motion of higher priority on the floor. Commissioner Gamec stated that he assumed that Commissioner Sieber's motion to proceed with the writing of a charter had been voted on and passed. Motion by Commissioner Sieber and seconded by Commissioner Buchanan to set an adjournment time of 11:55 p.m. for this regular meeting of the Ramsey Charter Commission. Motion carried.
