As Required: <br /> <br />Commissioner Sieber stated that the Commission has voted to proceed with the <br />writing of a charter and he suggested adopting the 12 chapter headings as <br />shown in the model charter put out by the Minnesota League of Cities. Com~,issioner <br />Sieber also suggested that Recall be included in Chapter 5 - Initiative and <br />Referendum. After adopting these 12 chapter headings, Commissioner Sieber <br />suggested that committees be appointed to set the framework for each chapter <br />and at that time a public hearing be conducted. <br /> <br />Overall Commission consensus is to adopt the 12 chapter headings and the <br />Commission, as, a whole, proceed to write each chapter and conduct public hearings <br />when the proposed charter is completed. <br /> <br />I <br />I <br />I. <br /> <br />I <br />I <br />I <br />I <br /> <br />Commissioner Sieber suggested that the writing of the simple and straight forward <br />chapters could be accomplished yet tonight. ' <br /> <br />Commission consensus is that the next two weeks be used to prepare for the <br />writing of the charter ~'reviewing the model charter and charters from other <br />cities ~nd that Commissi6n members be prepared to write Chapters i through 5 <br />and 9. ,. <br /> <br />Commissioner Gamec st~ted"that he"~ill not be able to be present at the next <br />meeting of the Charter Commission. and if he is it would not be until later in <br />the evening and would the Commission mind discussing Chapter 5~as the last <br />order of business. <br /> <br />Commission agreed and stated that if Commissioner Gamec finds he cannot be <br />present at all he should submit his thoughts regarding Chapter 5 in writing. <br /> <br />Commissioner Gamec stated that the Metro Council is putting on a training <br />session regarding Ramsey's Capital Improvement Program, that it is very <br />informative and all Ramsey Commission members are welcome and should notify <br />the City Administrator if they intend to attend. The training session is <br />scheduled for July 19, 1983 from 7:30 - 9:30 p.m. at Ramsey Municipal Center. <br /> <br />Erika Sitz - 6521 154th Lane h~ - Stated an amendment to the open meeting law <br />was recently passed regarding issues currently being worked on being available <br />for public review and asked that copies of the model charter and other city's <br />charters be available to the citizens, that it is difficult to participate <br />in the meetings without being able to follow along with what the Commission <br />is discussing. <br /> <br />ADJOURIg~ENT <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Data to adjourn this <br />meeting of the Ramsey Charter Commission. <br /> <br />! <br />I <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Gamec, Data, <br />Greenberg, Sieber, Buchanan, Bauerkemper and Titterud.
