'. . :~ <br />375 Russell Senate Office Buiiding <br />Washington, DC <br /> <br />Dear Senator Durenberger: <br /> <br />The U.S. Conference of Mayors is very pleased to stronqly <br />support your proposed amendment to S..66, the Cable Tele- <br />communications Act of 1983. <br /> <br />The "changed circumstances" provision of S. 66, which your <br />amendment would be addressed to, is a potential powder keg <br />of difficulty for the nation's cities in the cable television <br />area. Section 613(d), as originally drafted, would have <br />given the cable operator the right to unilaterally abro- <br />gate provisions of the franchise agreement.
