Orr Uission: To work together to resposihty grow our community, and to provide quality, cost-effective, and efficient government ierwlcea. <br />CC Regular Session <br />Meeting Date: 02/23/2016 <br />Submitted For: Patrick Brama, Administrative Services <br />By: Patrick Brama, Administrative Services <br />7. 1. <br />Information <br />Title: <br />Authorize Professional Services Related to the Redevelopment of the City's Former Municipal Center Site <br />Purpose/Background: <br />PURPOSE <br />Authorize Hakanson Anderson to carry out various professional services in preparation for the demolition and site <br />clean up of the City's former municipal center site (often referred to as the "old municipal center site" OMC). <br />SUMMARY OF PROFESSIONAL SERVICES <br />(1) Hakanson Anderson will develop detailed bid documents/specifications for the demolition and site clean <br />up of the former municipal center site. There will be two separate bid documents for two subsequent contracts. <br />(A) the first bid document/ specifications will be for removal of hazardous materials and completion of <br />the MPCA response action plan (RAP). <br />(B) the second document/ specifications will be for the actual demolition and site restoration. <br />(2) Hakanson Anderson will develop before and after civil/ topographic plans for the site. <br />(3) Hakanson Anderson will complete the State regulated bid process from start to finish; and will deliver a <br />recommendation for both contracts to the City. <br />OUTCOME <br />The outcome of the proposed Hakanson Anderson professional services will be: <br />(1) Professional, well-written, bid documents and specifications. <br />(2) Concise and efficiently executed State bid process. <br />(3) Bid tabulations and recommendations; which, will put the Council in a position to "pull -the -trigger" on <br />this potential project. <br />(4) The City will be in position to apply for use of the Anoka County HRA (Ramsey Account Dollars) to pay <br />for demolition and site clean up. <br />BACKGROUND <br />This case is before the Council as a result of various previous agreements, decisions, and policy direction <br />related to the City's former municipal center site. <br />• The City vacated the former municipal site (PD and ADMIN) in 2006, when the new Ramsey Municipal <br />Center was constructed in The COR. <br />• In 2012, the City declared the former municipal center surplus city owned land (please see attached "city <br />owned land" document for background). <br />• In 2014, after a 1+ year public input process, the City identified the future desired land use for the future <br />
