The submittal consists of 5 sheets prepared by Roshell Engineering, LLC dated <br />January 7, 2016. The sheets are Preliminary Plat, Grading and Drainage Plan, Grading, Drainage <br />and SWPP Plan and Stormwater Pollution Prevention Plan sheets 1 and 2. <br />General: The submitted minor subdivision proposes to divide an existing outlot into 4 residential <br />lots. The property is located north of Alpine Drive and east of Andrie St. <br />Streets and Access: The development accesses Alpine Drive, and proposes constructing a cul-de- <br />sac to provide street frontage for the lots. <br />The street will be an urban section with concrete curb and gutter. Catch basins will be installed at <br />the intersection of the new street with Alpine Drive to catch runoff from the development. <br />Preliminary Plat Sheet: The engineer information must be updated to match the title block. <br />Drainage and Utility easements are required over the infiltration basin, retention pond, storm sewer <br />system and pond overflow. These improvements serve multiple properties and will be maintained <br />by the City. The City needs easements in order to access the facilities for maintenance. The <br />easements must encumber the 100 year high water elevation and must be wide enough for vehicle <br />access from the street to the basins. <br />Grading and Drainage Plans: Staff offers the following comments on the Grading plan: <br />1. Lot corner elevations need to be provided on all lot corners. The 100 year high water <br />elevations for ponding areas is shown. The maximum high water elevation must be shown <br />for the infiltration area (see note 14). All lowest floor building elevations must be two feet <br />above the highest elevation noted. <br />2. A tabulation of lot elevations with minimum floor elevations and adjacent pond high water <br />levels must be added to the plan. <br />3. The emergency overflow elevation for the water quality pond must be one foot lower than <br />the lowest adjacent grade of the building structures. <br />
