CC Regular Session 4. 8. <br />Meeting Date: 03/08/2016 <br />By: Grant Riemer, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution 16-03-052 Approving Plans and Specifications and Authorizing Advertisements for Bids for <br />2016 Inflow and Infiltration Reduction Project # 16-65 <br />Purpose/Background: <br />Purpose: The purpose of this case is to approve plans and specifications and authorize advertisements for bids for <br />the 2016 inflow and infiltration reduction project. <br />Background: What is inflow/infiltration? <br />Inflow and infiltration (I/I) is clear water that enters the sewer system from a variety of sources. <br />. Infiltration occurs when groundwater seeps into sewer pipes through cracks, leaky pipe joints and/or <br />deteriorated manholes. <br />• Inflow is storm water that enters the wastewater system through rain leaders, basement sump pumps, or <br />foundation drains illegally connected directly to a sanitary sewer pipe. <br />Why is I/I a problem? <br />I/I is a problem because it takes up fixed capacity in large regional sewer pipes (interceptors), capacity that will be <br />needed for future households in the region. I/I can also be costly to communities. Once clear water gets mixed in <br />with wastewater, communities are charged for the treatment of all the water. In September of 2014 the Metropolitan <br />Council Environmental Services (MCES) requested applications for the 2014 State Bond Fund Municipal I/I Grant <br />program. To be eligible to apply for the program funds a city had to be either been identified as an excessive I/I <br />contributor or have had flow peaks within the 20% threshold. The purpose of this program is to assist eligible cities <br />financially in an effort to mitigate inflow and infiltration into their sanitary sewer collection systems. The city's <br />program will consist of replacing chimney seals and adjustment rings on 37 manholes in our system. These <br />manholes have been inspected and found to allow infiltration of ground water into our sanitary sewer system. We <br />will also be rehabilitating one manhole that is showing signs of deterioration do to corrosive gases. This manhole <br />will be relined with a protective coating to slow the corrosion. Plans and specifications are not attached to this case, <br />but will be available for review at the council meeting if needed. <br />If council approves plans and specifications and authorizes advertisement for bids for the 2016 I/I reduction <br />program advertisements will be published in the Anoka Union Herald and in Finance and Commerce on March <br />11th and March 18th, then bids will be opened by April 5th. Council will then be asked to accept bids and award a <br />contract for construction on April 11h. <br />Notification: <br />No notifications are required for this case <br />Observations/Alternatives: <br />Alternative #1 Motion Adopting Resolution 16-03-052 approving Plans and Specifications and authorizing <br />Advertisement for Bids for 2016 I/I Reduction Program <br />Alternative #2 Motion denying adoption of Resolution at this time. <br />Funding Source: <br />
