CC Regular Session 7. 4.
Meeting Date: 03/08/2016
By: Colleen Lasher, Administrative
Services
Information
Title
Adopt Resolution #16-03-051 to Hire a Public Works Streets Maintenance Worker
Purpose/Background:
The purpose of this case is to request authorization to hire a fulltime Streets Maintenance Worker.
Background
The need for this position and its funding was discussed and approved as part of the adopted 2016 City budget. As
the City Council is aware, Public Works maintenance is involved in many aspects of the core functions of our city.
With the City's renewed commitment to our transportation system and particularly the long term road reconstruction
policy, this position would be a key component of that commitment. This position would be directly involved in
preparing the road system for reconstruction, overlays and seal coat projects and once that work is completed, they
would be responsible for the long term maintenance. Maintenance activities would include street sweeping, storm
sewer maintenance and repairs, traffic control signs and ROW maintenance such as mowing and tree trimming.
Additionally, Public Works is also a vital component of our emergency management program with key
responsibilities in debris removal, utilities restoration, assisting with traffic control and other duties as assigned.
With the addition of this new position, the Streets Division will have four Streets Maintenance Workers; two
Mechanics and one Lead Streets Worker.
Therefore, in an effort to fulfill the City's strategic goals as they related to Public Works, a recruitment was
conducted to fill the position. Internal interviews were held and it was not necessary to conduct an external
recruitment. Staff selected Ms. Sarah Wiener as the top candidate and she subsequently successfully passed the
City's pre-employment testing process. The City extended a job offer to Ms. Wiener which is contingent upon City
Council approval. If approved, Ms. Wiener will be subject to a six-month probationary period and all personnel
policies and benefits will apply normally.
Notification:
Over the years, Ms. Wiener has worked in the Department as a Rink Attendant, Summer Seasonal, as our 6 -month
Parks Maintenance Worker, and most recently has been performing winter maintenance and snow removal.
Additionally, Ms. Wiener is on tract to earn her Public Works Certificate in May 2016.
The Street Maintenance Worker position is responsible for constructing and maintaining streets, parking lots and
related property; performing snow related activities; performing general maintenance activities; performing general
labor; performing vehicle and motorized equipment maintenance; performing and assisting with landscape, grounds
care, and forestry/naturalist activities; providing assistance with preparation of community events; performing
mechanical building maintenance and repair; as well as a wide range of other tasks as required.
Funding Source:
The 2016 funding for this position, excluding health insurance, is $40,420.
Recommendation:
