I I I Councilmember Cox introduced the following resolution and moved for its adoption: RESOLUTION #82-102 WHEREAS, the Minnesota State Legislature by adoption of 1980 State Waste Management Act has mandated that metropolitan counties adopt five (5) site inventory of landfills; and WHEREAS, the sites selected by the counties must be submitted to the Metropolitan Council for its review and approval; and WHEREAS, ~noka County has selected the landfill located in the City of Ramsey (Site P) as one of its inventory sites; and WHEREAS, the Ramsey City Council has not formally taken a position on whether or not Site P ought to be permitted as a landfill in the City of Ramsey; and WHEREAS, the Ramsey City Council receives continuous and numerous inquiries regarding the existing landfill being operated on a part of Site P plus the expanded landfill which is intended to be the entire Site P; and WHEREAS, the City Council has not been advised by Anoka County and/or the Metropolitan Council as to the.public health aspect of Site P relating to potential ground water pollution and other potentially hazardou~ environmental conditions; and WHEREAS, in addition to public health concerns relating to the economic impact of Site P on the City of Ramsey, including the following specific concerns: 1) What effect on the City's property tax structure will taking the approximate 400 acres of Site P off the City's property tax rolls have in light of the fact that this is prime industrial land which already has industrial zoning? 2) Because of the loss of Site P from the City's property tax rolls will the City's residents be put at a property tax disadvantage in relation to other County residents in whose municipalities landfills are not located? 3) Will the City be able to specially assess Site P's 400 acres the same as other property in the City when public improvements such as sanitary sewer are brought into the City? If the answer to this question is no, then how will this affect the cost of public improvements to Ramsey's residents? 4) What effect will the contemplated well restriction within two (2) miles of the Site have on the market value of developable property within that two (2) mile area and will this restriction cause a relocation of any municipal wells creating additional ~xpense on City residents? NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That a meeting be-set up at the Ramsey Municipal Center in the evening with the following Anoka County officials to address the above questions on the new proposed landfill site:
