I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />TIME/DATE: <br />LOCATION: <br />CALL TO ORDER <br />CITIZEN INPUT <br />APPROVAL OF AGENDA <br /> <br />D-2 CO~ITTEE BUSINESS <br /> <br /> CASE #1: <br /> <br />AGENDA: Ad Hoc Committee to Develop Policy regarding Public Improvements <br />TYPE OF MEETING: Regular Meeting <br /> <br /> 7:30 p.m., Tuesday, August 10, 1982 <br /> <br /> Ramsey Municipal Center, 15153 Nowthen Blvd. NW, Ramsey, Minnesota <br /> <br />CASE #2: <br /> <br />AD HOC COMMITTEE ORGANIZATION: <br /> <br />The committee will have to take the following action on this <br />item: <br /> <br />a) Appoint a committee Chairman <br />b) Appoint a committee Vice-Chairman <br />c) Set regular meeting time and date <br />d) Establish what areas you will need subcommittees and <br /> then recommend subcommittee appointments to City Council <br /> <br />PURPOSE OF AD HOC COMMITTEE TO DEVELOP PROPOSED POLICY REGARDING <br /> <br />PUBLIC IMPROVEMENTS <br /> <br />Council Resolution #82-89 dated June 22, 1982 establishes the <br />purpose of this Ad Hoc Committee. Please refer to enclosure <br />(D2-a) for this resolution. <br /> <br />This committee will probably be recommending two proposed <br />Ordinances to the City Council covering the following areas: <br /> <br />a) <br /> <br />Develop proposed policy regarding financing public <br />utilities (sanitary sewer and water), storm sewer <br />and streets. For example, you will need to cover the <br />following areas: <br /> <br />1). Method of financing public improvements <br />2) If City bonding power is used, what is the <br /> time period on each bond financed? <br />3) If the developer uses City bonding power, <br /> what amount of his money is required up front? <br /> This also generates other questions that will <br /> need to be addressed in the policy.. <br /> <br />aa) The City Engineer would have to <br /> handle all projects. <br />bb) The City Staff time should be re- <br /> couped in these cases. <br /> <br /> <br />
