<br /> An Ordinance amending Chaplet 10.09 entitled
<br /> "PERSONNEL POLICY:" of the City Code-of
<br /> Ramsey, Minnesota by. the addition of Janguage
<br /> relating to third party payments and relating to
<br /> police officers pact-time employment.
<br /> Section 1. AMENDMENT
<br /> a) Section 10.095 COMPENSATION Is amended by
<br /> the addition of the following section: ·
<br />
<br /> $. No department head shall be bermlt~ed to
<br /> receive from any third party payment for services
<br /> and labor,performed w'nlle working his or her
<br /> regular hours or while wOrking addilional over-time
<br /> hours. The only payment such a department head
<br /> may receive for working such hours shall be that of
<br /> compensatory time as outlined in the above
<br /> paragraphs. ·
<br /> b) Seclion 10.0921 SUPPLEMENTARY EftA-
<br />' PLOYMENT
<br /> a) No employee will be p~rmifted to work for a
<br /> contractor, subcontractor or employee of either on
<br /> any project where the work performed is on behalf of
<br /> the City and payment for the same Is from City
<br /> funds. . ~ '.
<br /> b) No police officer shall work as a police officer
<br />or keeper of the peace directly for any establishment
<br />In the City of Ramsay o~ at any special prlvale
<br />funcHons within the City. Officers needed at special
<br />functions shall work as Ramsay City employees and
<br />shall be paid directly by the City of Ramsay. The
<br />City, in return, will bill the person or entity
<br />requesting the offJcecs' presence at the function from
<br />which payment the City will reimburse Itself for the
<br />officers' services.
<br /> c) Section 10.092,~ EXCEPTIONS
<br /> NO .exception to any provision of this personnel
<br />policy may be made except by City Cc~ncll~
<br />resolution, Such exceplions shall be made only ~n ·
<br />case by case basis and only after the Council has
<br />adopted sufficient findings of fact showing the
<br />justification for the proposed exception,

<br /> Section 170.014N MANUFACTURED HOUSINO
<br /> 170.014N(1) Purpose, The purpose of this section Is
<br /> to provide for manufactured housing In safe, at-
<br /> ' tractive residenlial neighborhoods with desired
<br /> amenities similar to other resldenllal housing
<br /> wlthoul economically or aesthetically Injuring
<br /> properly adjacent to such housing. In addition, the
<br /> City recognizes (1) that manu(actured houses on
<br /> permanent foundations In the City would provide
<br /> -many residents wlth decent, safe and affordable
<br /> housing, (2) that the National Mobile Home Con-
<br /> struction arid Sbfety Standards Acl of 1974 42 U.S.C.
<br />
<br /> and ~afety standards and requires all mobile homes
<br /> produced after June 15, 1976 to have federal cer-
<br /> tificalion, (3) that Chapler 490 of Minnesota Session
<br />' · Laws for 1982 prohibits the unconditional banning of
<br />;.manufactured homes from residential zones If the
<br /> manufactured home complies with Minnesota
<br />· Statutes, Section 327.31 1o 327.35, and (4) that Im-
<br /> prov'ed technlqt[es and materials have made
<br /> manufactured homes virtually indislinguishable
<br /> from conventional housing and have decreased the
<br /> · cost of residential housing·
<br /> 170.014N(2) Manulacfured Houses Autl~orized.
<br /> i" Placements of manufactured houses in residential
<br /> i. zoning districts within the City Is authorized upon
<br /> i compliance with the following condilions and upon
<br />
<br /> ; compliance with all other conditions of the City Code
<br /> except t. hose City Code conditions which may be at
<br /> variance with the following conditions:
<br /> a[ Manufactured houses shall 'comply with ail
<br /> zoning regulations for the zone in v/hlch they are
<br />
<br /> b. A 'burldin~ permit and any ofl~er required
<br /> per.Chits shall be obtained for such manufactured
<br /> hou§ing~
<br /> c. Manufactured homes shall have minimum floor
<br />
<br /> 1) ONE FAMILY STRUCTURES
<br /> One-family structures shall have at least three (3)
<br /> livable 'rooms and the overall dimensions shaU
<br /> contain the following minimum areas:
<br /> Rambler without garage, 9-60 square feet.
<br /> ~ Split level without garage, 912 square feet o~ the
<br /> combine~d main living floors
<br /> Full tw~ ~tory with or without garage, exclusive of .
<br /> lofts, balconies and any other similar construction on
<br /> which is r~ot a full story, 720 square feet
<br /> Rambler with a 440 square foot garage, 768 square

<br /> Split level wlth a 440 square foot garage, 768 square
<br /> feet
<br /> 2) TWO FAMILY STRUCTURES
<br /> TWO-family structures shah have at least three
<br /> livable rooms per family and the overall dimensions
<br /> shall contain an area of not lesS than seven hundred
<br /> fifty ..[750) square feel on the first floor per family,
<br /> Includln0 foyer and exclusive of garage.
<br /> 3) THREE OR MORE FANtlLY STRUCTURES'c
<br /> Three or more family structures shall have at least
<br /> three (3) livable rooms per family and the overall
<br /> dimensions shall contain an area of n~t less than six
<br /> hundred (600) square feet on the first floor per
<br /> family, including'foyer and exclusive of garage.
<br /> d. No manufactured home shall have 'a width of
<br /> less than twenty-four (24) feet at its narrowest point.
<br /> e. No single fatally manufactured home erected In
<br />' 'the City of Ramsay after July 31, 1982 bulll In con-
<br /> formance with Minnesota Statules, ~ctlon 327,31 to
<br /> 327.35 shall be constructed unless built on a full
<br /> foundation which foundation Is ~ndernesth the entire
<br /> structure Including atlached garages and which
<br /> foundation complies with the State Uniform Building
<br /> Code.
<br /> Section 2. PENALTY.
<br /> Any vi~lafion of this Ordinance shall be ·
<br /> misdemeanor punishable by a fine of no1 more than
<br />· Five Hundred Dollars ($500.00) and/or 90 days In
<br /> -jail, and e~ch day that a violation of this Ordinance
<br /> continues shall be a separate violation.
<br /> Sec/ion 3. EFFECTIVE DATE. '~
