In some instances the <br />ayor's powers may be limited by law, giving <br />the office neither veto powers nor budget <br />nraeparation authority. In other cases the <br />yor is empowered to veto certain acts of <br />the Council and is authorized to prepare and <br />dminister the government's budget. The manager has major administra- <br /> i:ive responsibilities which include preparing <br /> ~nd presenting the municipal budget to the <br /> council. The mayor in this form of govern- <br />tnentai organization is usually selected by <br />d from the council, and presides over it. <br />However, the mayor does not have veto <br />~)ower over the acts of the council, which is <br />~ m the legislative policy-making body. The <br />council enacts the municipal budget, passes <br /> i,rdinances, and determines appropriations. <br /> ~ ~Commission <br /> loth executive and legislative powers are <br /> placed in the hands of the commissioners <br /> nder this form of government. The commis- <br /> toners, collectively sitting as a single body, <br /> approve ordinances, levy taxes, and appro- <br /> ~0riate funds. Each commissioner may act as <br /> rathe administrative head of a government <br /> department or agency. In some commission- <br /> ~type governments, one may <br /> commissioner <br /> robe desi§nated as the mayor. However, the <br /> <br /> fo ayOr does not have the power to veto <br /> uncil actions. <br /> <br /> County Governments <br /> tounty governments across the nation vary <br /> <br />greatly in form. The names of these forms <br />also are diverse. Such government may be <br />called a county or, as in Louisiana, a parish. <br />There are three different organization types <br />of county governments: <br /> <br /> · Commission <br /> * Council/Administrator <br /> · Council/Elected Executive <br /> <br /> Commission <br /> <br />The governing body of a county may be <br />called the board of commissioners, board of <br />supervisors, or county court. Its members <br />have both legislative and executive respon- <br />sibilities. These include preparing and <br />adopting the county budget, approving <br />regulations, and enacting ordinances. The <br />governing body also makes policy and <br />supervises operations of the county govern- <br />ment as a whole. Other county officials, such <br />as the County Clerk, Treasurer, or Sheriff, <br />etc., may be elected or appointed. Each of <br />these individuals carries out specific duties <br />in accordance with policies of the governing. <br /> <br />Council/Administrator <br />Executive power is executed by one person: <br />in this form of government. That individual is <br />employed by the county's governing body <br />and may be called the county administrator, <br />county manager, or county executive. The <br />primary duties of this office are' to prepare <br />and carry out the county budget. This <br />exercise of executive power also involves <br />supervision of the daily activities of county <br />employees. The responsibilities of the legis- <br />lative or governing body are limited to <br />enacting the budget and adopting regula- <br />tions and ordinances. <br /> <br />6 <br /> <br />Council/Elected Executive <br /> <br />Executive power in this form of government <br />is exercised by an individual who is elected <br />by the citizens of the county.
