I <br />I <br />I <br /> <br /> I <br />:1 <br /> I <br /> <br />Municipal Landfill lies directly north of Site P. Adjacent to the existing <br />landfill there is considerable res'idential development, approximately one-half <br />mile to the northwest of the proposed site. <br /> <br />Land between the proposed fill area and Hwy. 57 to the east is part of the site <br />buffer. Sunfish Lake is located immediately east of County Rd. 57. There is a <br />small residential development.one-half mile southeast of the site and a few <br />additional residences around the lake. <br /> <br />The proposed site would utilize the access road and office from the existing <br />landfill. The 95-acre fill area would be developed using the area-fill tech- <br />nique. ~stimated capacity is 2,850 acre-feet (4.5 million cubic yards). <br /> <br />The MPCA has certified the site as intrinsically suitable for a sanitary <br />landfill, specifying that there be dual liners and leachate collection systems <br />in addition to groundwater monitoring. <br /> <br />I <br /> <br /> I <br /> I <br />I <br />I <br />I <br /> <br />Two potential final uses were identified for the site: either an extension of <br />the public park/recreational area planned for the existing landfill, or reclama- <br />tion of the site for industrial development. <br /> <br />PROJECT REVIEW <br /> <br />Criteria and euidelines are provided in the WMA against which the Council must <br />review the county landfill inventories. Each site must be evaluated for con- - <br />sistency with the criteria and policies in the Council's Solid Waste Manamement <br />Development Guide/Policy Plan and with respect to the statutory criteria. <br />~se inc~e: <br /> <br />o Land use and land use controls; <br /> <br />o Existing and future development patterns; <br /> <br />o Environmental impacts; <br /> <br />o Protection of agriculture and natural resources; <br /> <br />'l <br /> <br />O <br /> <br />Transportation and other services and facilities appropriate to land <br />disposal; <br /> <br />I <br />I <br /> <br />Patterns of solid waste generation; <br /> <br />The facility's proposed final use; and <br /> <br />The quality of other potential sites. <br /> <br />The WMA also requires that preference be given to land that can be returned to <br />either its existing use or a use specified in a local, county or regional plan. <br /> <br />Land Use and Land Use C6ntrols <br /> <br />The Ramsey site is currently zoned for industrial use, as is the existing <br />adjacent landfill and the area to-the south and west (see Figure 2). The city <br />of Ramsey's long-range plan for the site is parkland for the northern half and <br />industrial development for the southern half. Land east of the site across <br />County Rd. 57 is planned as urban residential. North of the site the zoning <br />and planned use are for low-density residential. All residences are at least <br />1,000 feet from the proposed fill area. <br /> <br /> <br />
