RESOLUTION NO. <br /> <br />OFFERED BY COM]MISSIO~R Ryan <br /> <br />LANDFILL CLOSURE AND POSTCLOSURE <br /> <br /> WHEREAS, the metropolitan countiea have been directed by the <br />Minnesota Legislaturm (M.S.. 473.811 subd. Sa) to. establish standards for <br />solid waste, facilitie~ within' the CoUnty: <br /> <br /> NOW,, THEREFORE, BE LT RESOLVED by the' Anoka County. Board of Commissioners <br />that:- <br /> <br />Definitive and explicit landfill closure and postclosure <br />requirements~must be established as soon as possible; <br /> <br />Provisions.. must be made by the State for financial assurance' <br />for postclosure site maintenance and, monitoring and for environmental <br />restoration or mitigative action at existing landfills; <br /> <br />All new solid wasta facilities must provide for postClosure- <br />financial assuranc~by-collection'of a solid waste surcharge <br />and that said'waste surcharge be manage~.by the County; <br /> <br />Staff initiate discussions with the other metropolita~ counties <br />to establish' such' standards and. financial assurance fo~ the <br />region~ ancL initiate discussion with the- state (legislature, <br />and .MPC;[) to-establisi~ such' standards, and financial assurance- <br />for pro. blems resulting from landfills. <br /> <br /> BE'Il- FUR1]JER RESOLVED that copies of th%~. resolutio~ be forwardecL <br />to the Anoka County'Legislative Delegation~ the Metropolitan Cbunci'l and. <br />metropolitan counties. <br /> <br />! <br />! <br /> <br /> <br />
