I
I
i
I
I
I
I
I
I
I
I
I
I
I
I

TO:

FROM:

RE:

DATE:

RAMSEY CITY COUNCIL

LLOYD G. SCHNELLE AND WILLIAM K. GOODRICH

LANDFILL

SEPTEMBER 13, 1982

This morning we met with Lynne Takemoto of the Metropolitan
Coumcil Staff. She reviewed the current Metropolitan Council
procedures on Site P selection which include the following
meehings this week:

Metropolitan Waste Management Advisory Committee -- meeting
at 2:00 P.M. ON TUESDAY, SEPTEMBER 14, 1982.

Metropolitan Council's Physical Development Committee --
meeting a% 3:00 P.M. ON THURSDAY, SEPTEMBER 16, 1982.

Metropolitan Council -- meeting at 4:00 P.M. ON THURSDAY,
SEPTEMBER 23, 1982.

Ms. Takemoto further advised us that the first meeting, September
14, is the most important with the meeting on the 16th being a
little less important as far as having changes made in the Site P
selection process.

The Council should authorize a spokesperson' for the meetings on
the 14th and 16th. We see little need to attend the meeting on
the 23rd.

It would seem that the City's position to be presented at the two
meetings should be a reiteration of the Council's resolutions
numbered 82-108, 82-119 and 82-120.

At our meeting with Ms. Takemoto, she advised that she would
amend the staff report in the following areas in an attempt to
meet some of Ramsey's concerns:

Existing and Future Development Patterns. Require the
county, as a part of its environmental assessment on Site P,
to include the potential economic impact of the site on the
City.

Facility'_s Proposed Final Use. Require the county to
develop more detailed plans in cooperation with the City of
Ramsey 'relating to Site P's final end use.

Make more explicit the City's concerns relating to the
existing site and require the county to address this site in
its environmental assessment.
