(Please see my letter <br />of September 1, 1982.) Since then I have received two additional resolutions <br />adopted by the Ramsey City Council. <br /> <br />Resolution No. 82-120 conveys the city's desire to work with the Metropolitan <br />Council in developing a recommendation to the Legislature on the need for and <br />possible means to compensate communities hosting new landfill sites. Ramsey's <br />participation in this effort of the Council is most welcome. Discussion of the <br />impacts from landfills, the need for mitigation or compensation, and the <br />options for assisting affected cities and towns will be a major task of our <br />Waste Management Advisory Committee over the coming months. I have enclosed a <br />background report that staff have prepared to begin discussions of these <br />issues, and ! have'asked our staff to notify you of all meetings where these <br />matters will be discussed. <br /> <br /> I <br /> I <br />I <br />I <br /> I <br /> <br />Resolution 82-120 also cites Ramsey's position on the need for legislation <br />relating to liability for the existing landfill in the city. The Waste Manage- <br />ment Act requires the Council to prepare a report on methods of mitigating and <br />compensating for the local risks, costs and other adverse effects of solid <br />waste disposal facilities. Liability will be one facet of the report, but the <br />Council's work will focus on the means to deal with this and other issues. It <br />will be a legislative decision as to whether these measures apply to new sites <br />or to existing facilities as well. <br /> <br />Ramsey's Resolution 82-119 asks the Metropolitan Council to hold its review of <br />Site P in abeyance until all the concerns raised through the August 4 Resolu- <br />tion 82-108 are answered. As I discussed in my earlier letter, many of your <br />concerns cannot be resolved at this time. <br /> <br />The Waste Management Act sets forth a process of sequential steps for site <br />review beginning with a preliminary review by the MPCA indicating that the site <br />could probably be granted a permit. That review is based on limited data. <br />Likewise, the Council's review is also based on the information now available <br />to us. For sites we approve as being eligible for further consideration as <br />potential sites, more detailed study is required. The Waste Management Act <br />requires the county to complete an environmental analysis of each approved site <br />in its inventory.
