Mr. Steiner <br />discussed with the committee draft charge (see Attachment A). It was the <br />concensus of the committee that no changes to the draft charge were necessary. <br />Mr. Steiner than provided background information concerning the Waste Manage- <br />ment Act and the obligations of the county under the act. One of these obli- <br />gations is the preparation of a report by the county to the Metropolitan Council . <br />as to how the county can reduce its dependence on landfills for the disposal of <br />mixed municipal waste (see Attachment B).' Staff than discussed with the com- <br />mittee the draft abatement report as to the elements of the draft abatement re- <br />port, considerations that were made in preparing the report, and the abatement <br />proposal (see Attachment B). A number of questions were asked by the committee <br />as follows: <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />If Anoka County reduces its depen.dence on landfills by some percent, what <br />has really been accomplished if Hennepin and Ramsey counties don't do like- <br />wise, and continue to send their solid waste to Anoka Landfills? <br /> <br />How can the county control the sources of waste which are going into pri- <br />vately owned landfills? <br /> <br />Is ~he clay digester a primary a]Datement method since it is done in the <br />ground? <br /> <br />Will the Metroplitan Council be receptive to our concerns and issues? <br /> <br />No alternatives are indicated in the draft report; will alternatives be <br />provided? <br /> <br />m <br /> <br />6.
