TO: ~ROM RE: [)ATE Ramsey City Council City Attorney Goodrich Landfill/Metropolitan Council September 23, 1982 Pursuant to the Council's direction on September 13, 1982, I appeared and spoke to the Metropolitan Council's Waste Management Advisory Committee on September 14, 1982 and appeared and spoke to the Metropolitan Council's Physical Development Committee on September 6, 1982. Mr. Tom Renner, Councilman Arnie Cox and City Administrator Lloyd Schn~lle, were also present at these meetings. Mr. Renner and Councilman Cox each addressed the Co~ittee. As directed by the Council, I presented and reviewed the Council's Resolutions #82-8, #82-]_19 and #82-120. At each meeting I, along with Councilman Cox, urged the Metropolitan Council to delay its selection process on Site P until (1) Ramsey's questions are answered relating to the economic impact of Site P on the City, and (2) a thorough study is completed regarding the consequences of including or excluding the existing fill site from Site Po At the meeting on September 14th, Mr. Bob Hutchison appeared and attempted to refute each of Mr. Renner's statements and he gave no support for our position. A motion was made to delay the process until our concerns were addressed, which motion failed 9 to 7. The Advisory Committee recommended that the selection of Site P continue and the Physical Development Committee adopted this recommendation as well. I will be meeting with Mr. Don Otter at 9:00 a.m. on September 23, 1982. Councilman Cox and I will attend the full Metropolitan Council meeting on September 23, 1982. Mayor Gamec, Mr. Tom Gedde, Mayor Dick Blomquist of Anoka and I are meeting on September 27, 1982. I will report on all of the above at your Council meeting on September 28, 1982. WG :po
