Potential combined impacts from both landfills and also impacts of <br />one facility on the other should be evaluated in subsequent studies of the <br />site." <br /> <br />Page 15, Conclusions, add new number 9. "Anoka County should work in coopera- <br />tion with the City of Ramsey to develop a more detailed end use plan for the <br />site." Renumber existing 9 to 10. <br /> <br />There was discussion and concern regarding locating a landfill in the indus- <br />trial development section of the city, it might curtail development and that <br />would be financially desirable to the city. Also, it would be necessary to <br />hook up to the metropolitan sewer system and there is some public opposition to <br />this. <br /> <br />Bill Goodrich, City of Ramsey; Arnold Cox, Ramsey city council; Tom Renner, <br />citizen and Bob Hutchison, Anoka County all spoke at length to the issue. Tom <br />Renner discussed the possible effects of the proposed landfill on the wells in <br />the area; Bill Goodrich said the city has not taken a stand on the issue. <br /> <br />Motion was made and seconded to table action and direct the city, county and <br />staff to prepare additional analysis on the impact of the site. There was <br />discussion regarding the pros and cons of tabling. Motion failed. <br /> <br />Motion was made and seconded that the Metropolitan Council approve Anoka <br />County's candidate landfill Site P in Ramsey as suitable for disposal of mixed <br />municipal solid waste, and adopt the staff report, as amended. Motion carried. <br />The item will be taken up at the Physical Development Committee meeting on <br />Sept. 16, 1982. <br /> <br />Background Report for Compensation and M4tigation Report <br /> <br />The report has been distributed to the committee. The initial appointment of <br />additional members to the committee will be made on Sept. 23. It is expected <br />that discussion on this matter can begin at the October meeting. <br /> <br />I <br />I <br /> <br />Sewage Sl_ud.~e Ash Abatement Study <br /> <br />Jack Frost addressed the committee. The study is nearing completion. Using <br />ash in asphalt or concrete is looking promising. It is hoped a grant can be <br />obtained from MnDOT to lay several miles of road to study long-term effects. <br />The results of the study will come to the committee in October. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />U_?date on Landfill Reviews <br /> <br />The Council has acted on all of the landfill sites and approved the recommen- <br />dations of the advisory committee. Washington County is continuing its search <br />for sites. Scott County was required to submit another site. Hennepin County <br />is required to submit additional sites. Staff expects to meet with Dakota <br />County staff to discuss resumption of its site search. The question was raised <br />regarding when Carver County might submit its inventory. A letter is being <br />prepared from Chairman Weaver to Carver County encouraging the county to submit <br />a partial inventory. <br /> <br />_ ?- / <br /> <br /> <br />
