I
I
I
:1
I
I
I
I
I
I
I
I
I
I
I
I
I
I

To ~om It May Concern:

I am writing in regard to a violation of the Wild and Scenic River Act
that has occurred several houses away from me along the Rum River. Sometimes,
as a citizen of Ramsey, I feel that we are under the influence and control, of
too many outside agencies and laws that are really not in the best intercept of
our community. Therefore, it may be easy for the council to easily "look the
other way" because this particular law has been dictated to us from somebody
"on high." However, in this particular situation, I feel that the enforcement
of the Wild and Scenic River Act is in the best interest of our community.

The Rum River is a Wild and Scenic River and should be preserved as such.
Those of us who live by the river are particularily lucky to enjoy its beauty.
This beauty to me comes from the river being left in a near natural state.
Canoers and others can also enjoy this beauty by traveling down the river and
see Minnesota in its natural state. In this day and age of increasing energy
costs, this unique environment that is so close to a major metropolitan area,
should be preserved. It allows people to shake off the pressures and tensions
without having to drive a couple of hundred miles to the north.

As a property owner it is hard to accept the fact that someone else has
the power to tell you what you can do with your property. After all, "I pay
taxes, and etc., etc." However, in this situation, I think anyone who lives
along the Rum must accept the law and abide by it. The right for us to do
whatever we want to our property does not exist because a higher body has in-
terceded to preserve it for ourselves and others.

It doesn't really matter how tastefully or carefully a project is done
along the river banks. For no matter how tastefully or carefully the project
is done, it has still destroyed the'wild and scenic quality of the river. I
think in this case the Wild and Scenic River Act should be followed and en-
forced. I hope the council doesn't "look the other way."

Sincerely,
Dennis Donovan
17605 Argon St.
