Lloyd Schneile
City of Ramsey
September 27, 1982
Page Three

Sec. 1!, Paragraph 3

A strip of undisturbed weeds was purposely left along the
rlver~s edge to inhibit any temporary erosion that
possibly occur before final placement of the sod. This
t~';¢hnique proved quite effective and despite rather h,.'avy
rains during construction the actual amount of soil cdrried
to the river was almost immeasurable.

Sec 11, Paragraph

As a nationwide contractor involved in marine construction
and major flood control projects, I am ~vell aware of
prudent floodplain management practices and I will stoutly
debate that my activities have in no way compromised the
hydraulic capacity of the Rum River nor have they adversely
affected the erosional regime of the watershed. No material
was removed from the adjacent high ground and spread in the
floodplain.

In summary it should be said that the work that was'performed
by my personnel, at my residence, ~as so performed within the
accepted guidelines of sound engineering and construction
procedures. I feel strongly that our efforts did not diminish
the beauty nor the function of the Rum River waterway. I do
acknowledge that I was unaware of any need for agency notifi-
cation since no living trees aere removed nor was the water-
~ay or its floodplain disturbed. In short, I viewed the
project as a simple landscaping improvement and never dreamed
that it would become an item of controversy.
