The proposed plat consists of 29 two and one-half acre residential <br /> lots located in the rural service area of the City. <br /> <br />The sketch plan did not indicate the proposed land use and did not <br />indicate at what density the plat would be developed. Recently, <br />the City has adopted their Comprehensive Plan which allows a <br />density of one dwelling unit per 10 acres. On this plat, the developer <br />was assessed for six future two and one-half acre units along 170th <br />Avenue and Helium StreEt at the time those streets were paved. <br />Therefore, the City may allow development of six units at a density <br />of two and one-half acres per unit with the balance of the property <br />developed at a density of one unit per 10 acres. This would allow <br />for development of 12 lots. <br /> <br />3. The legal description on the proposed plat did not cover the entire plat. <br /> <br />4. The sketch plan did not show any park dedication. Therefore, it will be <br /> subject to cash payment in lieu of park dedication. <br /> <br />In review of the City's Comprehensive Storm Drainage Plan, the plat lies <br />in the North Rum River Drainage District. The northerly two-thirds of the <br />plat lies in Drainage Subdistrict NRR3 and the southerly one-third of <br />the plat lies in Drainage Subdistrict NRR2. The City is presently <br />negotiating with the developer for a drainage easement in the vicinity <br />of Lots 1-3, Block 3. <br /> <br />In review of access to the plat, the proposed access at State Trunk <br />Highway No. 47 would be easier to control at 167th Avenue NW if this <br />intersection is signalized in the future. In addition, the right of <br />way along S.T.H. No. 47 will have to be widened to allow for turning <br />lanes and future upgrading. <br /> <br />civil · municipal · planning · soils · land surveying <br /> <br /> <br />
