We hereby certify that we have examined certified copies of proceedings taken preliminary to and in the issuance by the City of Ramsey, Anoka County, Minnesota, of its General Obligation Improvement Bonds of 1981 (the "Bonds"), dated August 1, 1982, in the total principal amount of Five Hundred Sixty-Five Thousand Dollars ($565,000). The Bonds are 113 in number and numbered 1 to 113, both inclusive, and in the denomination of Five Thousand Dollars ($5,000) each. The Bonds mature serially without option of prior payment on February 1 in the years and amounts as set forth below, and Bonds maturing in such years and amounts bear interest from date of issue at the annual rate set forth opposite such years and amounts respectively: Year Amount Rate Year Amount Rate 1984 $40,000 11.00% 1989 $70,000 11.00% 1985 45,000 11.00 1990 75,000 11.25 1986 50,000 11.00 1991 80,000 11.50 1987 55,000 11.00 1992 85,000 11.75 1988 65,000 11.00 Interest on the Bonds is p~yable February 1, 1983, and semi- annually thereafter on August 1 and February 1 in each year, both principal and interest payable at the main office of the First National Bank of Minneapolis, in the City of Minneapolis, Minnesota; and in our opinion such proceedings show lawful authority for the issuance of the Bonds under the laws of the State of Minnesota now in force, including Minnesota Statutes, Chapter 429.
