I £:~,uncilmcmber Cox introduced the following resolution and moved for its adopt ion: RESOLUTION #82-128 WHEREAS, the Anoka County Ad Hoc Landfill Abatement Advisory Co,~mittee was established to study suitabilitus abatement methods and policies; and WHEREAS, the City of Ramsey's appointed representative to the above commission has requested Ramsey City Council's input on the follow- ing Anoka County Abatement priority issues which she will have to act on at the October ~1, 1982 meeting: a) Decide the suitability of RDF fuel b) Decide the suitability of clay digester c) Decide the suitability of alternative methods WliEREAS, the City of Ramsey's Representative stated to the Ramsey City Council that she has problems with the all the above issues and hereby submits her comments and recommendation to these issues: a) Suitability of RDF - My recommendation on this is that we following Hennepin County, Carver, County, Dakota County, Ramsey County policies and procedures as they have done indepth studies which they re- viewed other options in regards to pollution and costs effectives of other methods. b) Suitability of claydigestus - My recommendation on tbe clay- digester that it not be used in Anoka County and my reasons on this position is as follows: 1) Experimental technology 2) Does not lesson the long dependence of land disposal 3) Does not achieve environmental safety by reducing pollution air to waters. c) Suitability Alternative methods - If all of the primary methods and options cannot be instituted for waste abatement, it is then my recommendation that source separation of solid waste material be utilized ~or the County. and ~iEREAS, the Ramsey City COuncil reviewed all of the above stated contents with their representative and concurred with her recommendation. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
