! <br />! <br /> <br />CASE #4: ZONING <br /> <br />MRS. CINDY RYCHNER REGARDING CATTLE; B. <br /> <br />ZONING PROBLEMS IN <br /> <br />GENERAL): <br /> <br />The following is hereby submitted on the above cases: <br /> <br />a) Mrs. Cindy Rychner regarding Cattle and Zoning Ordinance - Mrs. <br /> <br />Rychner was before the City Council on September 28, 1982 regarding <br />the cattie at the Robert Nugent residence. At that time Council <br />directed the City office to check into this matter. Accordingly <br />we did go out that same week but did not see any cattle at the <br />Nugent's and we also discussed the complaint with Mrs. Nugent. <br />Mrs. Nugent stated that they did not have any cattle at their <br />place. I informed Mrs. Rychner of this and she stated that they <br />did have cattle. We advised Mrs. Rychner to call the police the <br />next time the cattle were spotted at the Nugent residence. <br /> <br />Enclosure (D2-d) contains the following documents regarding this <br />case: <br /> <br />1} Police report dated October 17, 1982 - This report states <br /> that Officer Robert Kuhn did see a total of six cows. <br /> <br />2) City Code which pertains to the keeping of animals in <br /> the City of Ramsey. <br /> <br />Photo taken of animals by the Rychner's is not contained <br />in this agenda but will be available at the meeting for <br />your review. <br /> <br />Comments: It appears that the said animals are pastured on the <br />east side of Ford Creek and they probably wade across the creek <br />up into the Nugent's old feed lot area. The only solution I. <br />see to this problem is to have the police tag the Nugents for <br /> cattle in R-1 district without conditional <br />allowing <br /> an <br /> a <br /> use <br />permit as per City Code. We can't get involved in having the <br />Nugents install a fence so the cattle can't cross the creek. <br /> <br />Accordingly, as I stated before, I would keep the Council informed <br />before taking legal action on City Code violations. <br /> <br />Council Action: Council action will be to note that you have <br />~bove or direct other action as you deem necessary <br />in this case., <br /> <br />Zoning Problems in General - We are getting in so many zoning <br />~that City Hall just simply cannot react to tbem. <br />The reason being there is a tremendous amount of work that goes <br />into acting on a complaint. Secondly, we have a ]_ot of violators <br />here in Ramsey as per our City Code, consequently, I think the <br />Council should discuss this issue at a special meeting. <br /> <br />.Counci~l Action: Council action will be to establish a special <br /> <br /> <br />
