Sai~ pubIi¢ hearing ~as orUered <br />for 7:00 p.m., May 17, 1982. <br /> <br />3) A ~otice of said public hearing was pla~ed in the City's official newspaper <br />a~¢ording to ]aw an~ individual notices were mailed to all affected residents. <br /> <br />~) The p~bli¢ ~earing was held on May 17, 1982 and input was received from <br />numerous residents. However, Mr. Dahlman's name did not appear in the minutes <br />as ~aving any input. <br /> <br />5) On May 17, 1982, the City Council adopted Resolution #82-71 order Street <br />Improvement Project #82-6 for Bower's Mississippi Acres First AdUition. <br /> <br />6) On June 1, 1982, the City Council adopted Resolution #82-86 approving plans <br />and specifications, ordering bids for Street Improvement Project #82-6 and <br />setting the bid opening for July 12, 1982 at 11:00 a.m. <br /> <br />7) On July 12, 1982, the City Council adopted Resolution #82-98 receiving and <br />awarding bids for Street Improvement Project #82-6 to Buffalo Bituminous. <br /> <br />8) On September 29, 1982, the City.Council ~eld an assessment hearing and <br />adopted the assessment roils for Project #82-6. <br /> <br />9) The assessment policy for all projects was to divide the total cost by the <br />total number of buildable parcels of land. <br /> <br />10) I~ this area there were several owners that were assessed more than one <br />unit. <br /> <br />11) Using the City's criteria for determining a parcel's suitability for building, <br />there were parcels that were not assessed. <br /> <br />12} The City of RAmsey's criteria for determining a parcel's buildabiIity are: <br /> <br />a} Adequate areas for the placement of and proper construction <br /> of an on-site septic systme. <br /> <br />b) Positive parcel drainage to eliminate flooding potentials <br /> ~nder ail conditions. <br /> <br />Adequate area to place a structure and meet the setback <br />requirements of the Ordinance. <br /> <br />13) Due to the parcel frontage (70 feet), Mr. Da~lman, at the assessment hearing, <br />requested this assessment be deleted. <br /> <br /> <br />
