No. 5 to 3aspar Street N.W. <br /> <br />Dear Council Members: <br /> <br />As requested at your March 29, 1982, council meeting, we have reviewed the costs of <br />upgrading 167th Avenue N.W. from C.S.A.H. No. 5 to 3aspar Street N.W. both to <br />Municipal State Aid Street (MSAS) Standards and to City Standards. <br /> <br />The estimated cost of upgrading 167th Avenue N.W. to MSAS Standards is approximately <br />$65,000 and the cost of upgrading 167th Avenue N.W. to City Standards is approxi- <br />mately $35,000. Since this report is based on existing available data and not the <br />result of a detailed study, the actual costs could vary from 20 to 30 percent. If <br />the city elects to pursue this project we would be happy to do a detailed feasibili- <br />ty study which would include additional soils investigations. <br /> <br />We have also reviewed the possibility of extending 167th Avenue N.W. from 3aspar <br />Street to Variotite Street. Based on the Anoka County Soils Survey the proposed <br />alignment as shown on the current MSAS map would cross approximately 2200 feet of <br />mucky peat. Without the aid of soil borings, it is difficult to determine the <br />feasibility of constructing 167th from 3aspar to Vario[ite Street N.W. However, by <br />moving the alignment of the proposed 167th Avenue extension either to the north or <br />the south as shown on the attached sketch would reduce the crossing of bad soils to <br />at')proximately 100O feet according to the Anoka County Soils Survey. <br /> <br />Since a thoroughfare study establishing the need for a east-west route in this area <br />has not been completed nor have soil borings to determine the feasibility of extend- <br />ing t67th Avenue Lo Variolite Street, we would not recommend the use of MSAS funds <br />to upgrade ;t67th Avenue from C.S.A.H. No. 5 to 3aspar Street.
