Analyze various available statistics that have been previously compiled or are otherwise available. Interview City personnel, attorneys and others who have previously studied these issues. Based on the informatfon obtained in the previous s~eps a~d our analys~s thereof: Ascertain the specific legal objectives. De~ermine the relationships to local government aid allocation and needs that best support those legal objectives. Ascertain the sources of the necessary data, the form of the data (manual or computer) and the most efficient approach to setting up the data for the application of regressions and other comparisons necessary to clearly demonstrate the selected relationships. Review the objectives, selected.-relationships and the planned approach with the attorneys and City officials to obtain tbe benefit of the input and recommendations. Modify as mutually agreed. PHASE II - DATA COLLECTION AND PRELIMINARY ANALYSIS A. Collect data needed for analysis. 68-].38 I I i B. Convert data to micro-computer or to format usable by service center where necessary. C. Input data from manual sources into selected computer systems where necessary. D. Perform analysis as determined in Phase I. E. Address any deviations from expected results. I I Develop conclusions.
