<br />2) Essential to the timely beginning or continuation of a high-priority <br />project; and <br /> <br />3) Available and likely to become significantly more expensive than <br />normal market growth would allow during a delay of two years or <br />less. <br /> <br />CATEGORY C: Development of facilities that are one or more of the following: <br />Seriously deteriorated facilities in a hig~ recreational use area; <br />Essential to the timely beginning or continuation of a high-priority <br />project; <br /> <br />Located in a service area that, in the current biennium, demonstrates <br />deficiencies and high regional user demand; and <br /> <br />High quality recreation resources in need of improved public access. <br /> <br />CATEGORY D: Metropolitan Council-designated regional trails and regional <br />speclal uses. <br /> <br />CATEGORY E: Funds and projects that support other developments in recreation <br />open space but provide no direct service to users, such as operation and <br />maintenance facilities for implementing agencies' systems. <br /> <br />CATEGORY F: Acquisition and development projects, which are: <br /> <br />_ Non-threatened parcels, namely inholdings and vacant parcels, necessary <br />to completion of the recreation open space system plan. <br /> <br />_ Facilities proposed for construction in anticipation of future demands. <br /> <br />In addition to assigning projects to a category, the Metropolitan Parks and <br />Open Space Commission has given each project regional priority by assigning it <br />to a biennium. The commission performed this process, most critical in <br />determining what projects are imminent, by considering several factors. <br /> <br />1. Contribution to the regional open space system. A key objective of the <br />1980 policy plan is to achieve a more equitable distribution of regional <br />services. The commmission has given priority to areas below their service <br />level goals. The commission determined the contribution each project could <br />make to the system by examining each project's potential for providing new <br />or increased capacity, or for raising the quality of recreational <br />experience.
