<br />_ A preference for recommending development funds for those projects whose <br />demonstrated need coincides with the least enlargement of implementing <br />agency operating budgets. The decision to implement projects where new <br />development will require expanded staff or other operating costs should <br />be made by considering agency capability and readiness, as indicated by <br />its master plan. <br /> <br />_ An intent to recommend development projects according to specific <br />facilities and activities, as opposed to a more general review that <br />considers only the park in which the project is to be located. <br /> <br />Supporting information for each development is not contained in the body of the <br />CIP. It is contained in the development CIP within the master plan for each <br />park. <br /> <br />Grants from funds received from the legislature will only be made to <br />implementing agencies in accord with an approved master plan, except for <br />acquisition of needed sites as provided in Policy 13 of this plan. <br /> <br />Other information appears in Table 3. For each site in the recreation open <br />space system, the table shows a figure of anticipated regional expenditures for <br />acquisition and development. These figures represent funds committed through <br />contracts to date plus future funds tentatively committed by reason of <br />inclusion in the CIP. For some projects, the funding schedule in this eIP will <br />not complete the development as envisioned. Where available, an estimate of <br />necessary expenditure to complete the project has been shown.
