October 18, 1982

The Honorable Tom Garnec, Mayor
City of Ramsey
15153 Nowthen Boulevard
Ramsey, Minnesota 55303

Subject. Property Values in Ramsey

Dear Mr. !':ayor,

Referencing our recent conversation, we wanted to go on record
conveying our feelings in regard to the low-cost housing being
built in Ramsey and the resulting reduction in home values for
existing properties. ~e think this is a very serious M~tter--
by allowing low-cost housing to be built you are putting a lid
on your tax base while limiting the realistic ceiling on existing
dwellings for tax purposes.

In reviewing the reasons for permitting low-cost housing, we
feel that the State of iiJinnesota means well by insisting that
areas be made available for such housing but that they do not
want anyone injured, financially, because of the requirement
for the housing. We feel we are being injured irreparably by
allowing this low cost housing to be constructed in our
immediate vicinity: our current resale value is being severely
impacted and we are not being permitted to enjoy the inflation
that our property should realize annually. We are restricted
by the value of the houses being built in our area and by the
deplorable house-keeping of the outside properties of many of
these low-cost buildings. Unfortunately, low-income housing
means the people don't have enough for the house payment let
alone enough to buy lawn-mowers, grass seed, or house paint.

As a further consideration, we have watched the assessed evaluation
of our home escalate each year since we have lived there. We now
ask that this escalation be revised to properly reflect the
declining value of our home and property due to the declining
value of the neighborhood. If we are going to be fair to the
disadvantaged, we have to consider what injury is being done
to the people already living in an area and treat them fairly,
too. So please let us know what kind of a tax reduction we can
expect in 1983.

Thank you for allowing us to voice our opinion. We look forward
to finding out how much of a tax reduction we can expect in 1983.

. ncer1)~~

vV.~
mes D.. Ac ers
!~aren W.
