Fields, Chairman Anoka County Board of Commissioners Anoka County Courthouse Anoka, Minnesota 55303 Re: Ramsey/Anoka Existing Landfill Anoka County's Proposed Candidate Landfill Site P Dear Ed: This letter will act as a followup to our telephone conversation on October 18, 1982. As I advised you then, I am confused about the committee to study the landfill, which committee was established by the County Board on September 28, 1982. Based on the interpretations by Councilman Cox and our City Attorney, both of whom attended the September 28, 1982 Board meeting, the duties of the committee were to include a study of all issues relating to the inclusion of the existing site in Site P. As you know by the letter dated September 27, 1982 from Arnold Cox, which letter was read to the Board on September 28, 1982, there are numerous issues which should be reviewed prior to a final decision being made on the existing site. However, when the committee met, we were advised that its only function was to discuss the question of the liability impact on the County should the existing site be included in Site P. It appears to me that the County staff is not properly interpreting the County Board's September 28, 1982 directive. After reviewing a draft of the County's September 28, 1982 minutes, we realized this potential interpretation problem and wrote to you a letter which is dated October 5, 1982. I would appreciate your reviewing all of the above and then take'L) the appropriate steps to assure that what the County Board intended does get accomplished.
