BeiSsel 17917 Junkite Ramsey, Minnesota 55303 Re: Appointment to Quad Cities Cable Communication Commission Dear Mr. Beissel: This is to inform you that you were appointed by the Ramsey City Council on September 28, 1982, to serve on Quad Cities Cable Communication Commission (QCCC) which consists of the Cities of Ramsey, Andover, Anoka and Champlin. Your appointment to this commission is from September 28, 1982 until December 31, 1982. The reason for the short period of time of the appoint- ment is that the Council wants all appointments to commence from the first of the calendar year. Secondly, it will give you an opportunity to see if you want to serve on said Commission. The following is provided for your information: a) Ramsey's Representation on QCCC - Each of the four cities has two representatives on this Commission plus one alternate member. Accordingly, Ramsey's other members are as follows: Councilmember Sue Van Wagner, regular member and Mr. Benjamin Deemer, alternate member. The alternate member will have a vote when he/she is standing in for a regular member. b) Regulations Governing the QCCC Members and Cable Communi- cation firm - You are requested to read and become very familiar with the following documents: 1) Joint Cooperative Agreement - This agreement set up the by-laws for the Administration of the Cable Communi- cation System. It is requested that you review and understand it. 2) Ordinance #82-10 Governoring Cable TV Franchise - This Ordinance sets up the regulation governoring the Cable Communication firm. It is requested that you re- view this document very carefully and understand it. 3) Group "W" Cable (Teleprompter of Quad Cities, Inc.) Bid Proposal - You should read the bid proposal so that you are completely backgrounded on this issue. /, '! 410
