AUTHORIZATION FOR LAtlDFILL It;VE~tI-ORY SUBMIHAL TO <br /> t4E~ROPOL ITAN COUNCIL <br /> <br /> ~.Ilt[!REAS, the 1980 Minnesota State l_egislat~re did enact tI~e 1iq30 <br />:,'aste I.lanageh:ent Act containing numerous provisions relative to the <br />J',.s?onsibility and authority for the management of hazardous and solid <br />:.,'aste in the State of 14innesota and, more specifically, the seven county <br />~r, atlopo]itan area; and, <br /> <br /> ~.;HEREAS, l.l~nnesota Statutes, Chapter 473.803, as a,r. ended by the <br /> Him~esota l;'aste Hanagement Act of 1980, provide for metropolitan c~unties <br /> to submit master plans and a proposed inventory of solid waste disF'osal <br /> sites to tile 14innesota Pollution Control Agency and the t4etropolitan <br /> Council for review prior to flnplementation of additional sanitary landfill <br /> sites by the respective County Boards of the Hetropolitan area;' <br /> <br /> ~.,'ltEREAS, Anoka County has been involved, for the past 14 months, in <br />an extensive planning effort relative to the satisfaction of responsibilities <br />provided to metropolitan counties in the 1980 Waste Hanagement Act; and, <br /> <br /> WHEREAS, the 14inneSota Pollution Control Agency Board of Directors, <br />on October 28, 1981, reviewed the intrinsic suitability of the proposed <br />Anoka County Landfill Inventory, in accordance with Minnesota Statutes, <br />and did certify sites D, E, P, and Q as intrinsically suitable as sanitary <br />landfill sites; and, <br /> <br /> WHEREAS, in accordance with Minnesota Statutes, Chapter 473.803, <br />Subdivision lA, each metropolitan county is required by resolution to <br />submit the inventory, once reviewed by the Minnesota Pollution Control <br />Agency, to the Metropolitan Council for further review prior to site <br />implementation: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Anoka County Board of Con:nissioners <br />that they do hereby submit to the Hetropolitan Council the Anoka County <br />Landfill Inventory composed of Sites D, E, P, and Q for review by said <br />body, in accordance with Minnesota State Law and further, that such <br />submittal would include--d~awings modifying buffer areas as set forth in <br />the report by Hennings, Durham and Richardson, Inc. and on file in the <br />¢ot~nty Administration Office. The intent of the County Board of Co;~:aissio~,:rs, <br />~n sub~nission of said modifying drawings, is to 'provide for an chattEr, ant <br />of development moratorium provisions as provided in Hinnesota Statutes, <br />Chapter 473.801, Subd~vision IA. <br /> <br /> <br />
