coon rapids November 9, 1982 I I Mr. Pete Raatikka Ramsey City Engineer Hakanson Anderson Associates Inc. 222 Monroe Street Anoka, MN 55303 I '1 I SUBJECT: 1982 Surface Water Management Law Dear Mr. Raatikka: Under the recently passed Surface Water Management Act, Chapter 509, all watersheds in the Metropolitan area are required to be managed by a watershed management organization. This organization can be the traditional watershed district or can be a body organized under joint powers statutory provisions. I i I I I I The Metropolitan Council, as a part of their Nonpoint Source Pollution Report, has broken the Metropolitan area up into a series of secondary watersheds. One of these watersheds, as indicated on the enclosed drawing, is designated the Upper Mississippi River Watershed. The watershed includes parts of Columbia Heights, Fridley, Spring Lake Park, Blaine, Coon Rapids, Anoka, Brooklyn Park, Champlin, Brooklyn Center, Maple Grove, a small part of Minneapolis, and parts of Ramsey and Dayton. I have recently met with representatives of Fridley, Blaine, and Spring Lake Park to discuss the matter. It is our joint feeling that it would be desirable to have a meeting with all communities affected by a potential Upper Mississippi Watershed organization. The purpose of the meeting would be to discuss potential types of organization, potential organizational structure, and potential watershed organi- zation boundaries. I have set a meeting for Thursday, December 2, 1982, 9:00 a~m., in the Coon Rapids City Hall conference room. You are invited to attend this meeting. I you have any maps delineating subbasin boundaries, particularly those that cross corporate boundary lines, it would be helpful if you would bring them to the meeting.
