This organization can be the <br />traditional watershed district or can be a body organized under joint <br />powers statutory provisions. <br /> <br />I <br /> <br />i <br />I <br />I <br />I <br />I <br /> <br />The Metropolitan Council, as a part of their Nonpoint Source Pollution <br />Report, has broken the Metropolitan area up into a series of secondary <br />watersheds. One of these watersheds, as indicated on the enclosed <br />drawing, is designated the Upper Mississippi River Watershed. The <br />watershed includes parts of Columbia Heights, Fridley, Spring Lake <br />Park, Blaine, Coon Rapids, Anoka, Brooklyn Park, Champlin, Brooklyn <br />Center, Maple Grove, a small part of Minneapolis, and parts of Ramsey <br />and Dayton. <br /> <br />I have recently met with representatives of Fridley, Blaine, and <br />Spring Lake Park to discuss the matter. It is our joint feeling that <br />it would be desirable to have a meeting with all communities affected <br />by a potential Upper Mississippi Watershed organization. The purpose <br />of the meeting would be to discuss potential types of organization, <br />potential organizational structure, and potential watershed organi- <br />zation boundaries. <br /> <br />I have set a meeting for Thursday, December 2, 1982, 9:00 a~m., in <br />the Coon Rapids City Hall conference room. You are invited to attend <br />this meeting.
