il
,I

I
I
;I
I
I
I
I
I
!
I
I
I
I
I
I
I
I

Barthel's Rum River Acres Second Addition - There has been a delay in black-
topping due to saturated soils and developer wishes to let soils cure out for
one year. City ordinance allows granting building permits prior to final
surfacing and we have agreed to delay blacktopping until 1983.

Bowers Drive - There is a problem with subgrading and low areas have become
~turated. We are still attempting to pave but we might have some breakup
in the Spring. I don't know if we can hold the contractor responsible for
this expected breakup when the weather is the cause.

Mr. Berg suggested proceeding with paving and hope that the road will freeze
d'~y over the winter and then in the Spring cut out broken up blacktop and

?.~z~yor Gamec stated that if the road requires patching in the Spring, the
City will have to pick up that cost.

~r. Raatikka then stated that Mr. Tolkinen would like a driveway to his split
].ot.

Councilmember Cox stated that there would have to be a lot of sloping back
and how can that be accomplished when there are so many trees in the way.

Mr. Raatikka replied that we would have to either work around the trees or
remove them.

Mr. Schnelle stated that driveways should not be a part of the street
il~rovement project.

Councilmember Cox replied that basically the City would just be providing an
opening to the lot, with no culvert.

Councilmember Reimann stated that there is a complaint from Mr. McCoy in
Shawn Acres, that the street improvement has caused an incline at this
driveway.

Mr. Raatikka replied that he is aware of the problem and it will be corrected.

MAYOR/COUNCIL INPUT

Mayor Gamec stated that there was a meeting regarding hazardous waste
processing facilities at the Ramsey Municipal Center Monday, October 25,
1982, and that there was not a good show of citizens. He further commented
that the meeting was very informational and that possibly it shouId be
repeated for the benefit of other Ramsey Boards such as EDC and P & Z.
Mayor Gamec commented that the Waste Management Board requests that any
concerns or comments the City of Ramsey would like to make known, should
be submitted to Waste Management Board by November 11, 1982. Mayor Gamec
also feels that hazardous waste processing plants should not be allowed to
use up Ramsey's sewer capacity, that he doesn't think our sewer capacity
qualifies for such use and won't for a long time.

ADJOUrnMENT

Mo~ion by Councilmember Sorteberg and seconded by Councilmen%her Van Wagner
to adjourn the regular Council Meeting.

C/October 26, 1982
