Voting Yes: Chairman Peterson, Commissioners Zimmerman, <br />Deemer, Isakson, Schneider and LaDue. Voting No: Commissioner Dunn. <br /> <br />Commissioner Dunn stated, for the record, that he is not in favor of granting <br />blanket approval before establishing the Findings of Fact and it is the <br />responsibility of Planning and Zoning to establish those Findings of Fact. <br /> <br />Mr. Berg stated that if the Commission has any changes and/or corrections to <br />Lhe Findings of Fact drawn up by the City Attorney, those changes should be <br />submitted by November 17, 1982 so that they may be included in the Council <br />auenda. <br /> <br />Planning and Zoning did request that a site plan be presented to the CGmmission. <br /> <br />Case #1: Case Of Scandinavian Construction; Request For An Urban De~_e]~pment. <br />....... ~ermit: <br /> <br />Commissioner Deemer inquired as to when Council agreed to two accesses instead <br />of one. <br /> <br />Mr. Berg replied that Council felt that two driveways would be less of a <br />problem for the City because the City does not have to maintain driveways but <br />it does have to maintain a street, which was the alternative. <br /> <br />City Attorney Goodrich inquired if Commission wanted to use the Building <br />Official's report as the Zoning Report or is the Commission going to request <br />the Zoning Officer to prepare a Zoning Report? <br /> <br />! <br />I <br />I <br />I <br />I <br />I <br /> <br />Commissioner Dunn stated that he cannot approve the conditional use permit <br />until he sees a better plan for on-site sewer system. He also stated that <br />the preliminary plat was approved contingent upon soil borings proving lots <br />are adaptable to on-site sewer system <br /> <br />Motion by Commissioner Deemer to table consideration of Ramsey Commons Urban <br />Development Permit until information provided by Administrative review is <br />available and engineering details from the plat are available. <br /> <br />Commissioner Isakson seconds the motion for further discussion and inquired <br />why there wasn't a letter from the City Engineer answering Commissions <br />questions in this case. Mr. Berg replied that the City Administra{or implied <br />that these items were addressed at the preliminary plat approval. <br /> <br />City Attorney recommended requesting information instead of tabling the case. <br /> <br />Commission is requesting the following: <br /> <br />1. Existing topography. <br /> <br />2. Uses of adjacent land. <br /> <br />3. Representation of adequate on-site parking. <br /> <br />4. Drawings should be provided in scale. <br /> <br />5.
