I

I

I
I
I

I

I
I
I
I
I

Page 2
October 28, 1982

b. A uniform ordinance with the same fees,
costs and penalties greatly reduces t~me and
costs explaining to confused residents at the
pound of why at one side of a street the
impounding fee is $10.00 and on the other it's
$30.00, or one side it's a free license and on
the other it's $12.50, as presently exists.
The ordinance would be highly advertised, by
posting and by signs throughout the
communities.

c. An increase in patrol rates in my iu~gment
would not improve the system or its
effectiveness, or more operating revenue for
the company and my services would be requested
less by the communities when such services are
greatly needed to provide adequate control.

2. I am sorry to inform you personally with this short
of a notice for all the changes that would be required
within the next two months for me to continue serving
your community. This is what I have done so far that
has led to this short notice:

a. Middle of July, 1982 - meeting with Blaine
City Manager and Chief of Police - left copies
of ordinance, system changes, and my
intentions.

b. Last part of July, 1982 - meeting with
Anoka County Sheriff - left copies of
ordinance, system changes, and my intentions'.

c. August 15, 1982 - meeting with ~o{nt Anoka
County Chiefs - left copies of ordinance,
personally explained the ordinance and system
changes.

Checking back with Managers and Chiefs, the general
consensus was simply, "We'll wait and see". Due to the
monetary investment and large overhead that needs to be
implemented to effectively carry out these changes we
cannot afford a "wait and see" attitude. We need a
positive response now.

I am likewise addressing a letter to the Anoka Countv Board of
Commissioner requesting they adopt a complete system and
