A uniform ordinance with the same fees, <br />costs and penalties greatly reduces t~me and <br />costs explaining to confused residents at the <br />pound of why at one side of a street the <br />impounding fee is $10.00 and on the other it's <br />$30.00, or one side it's a free license and on <br />the other it's $12.50, as presently exists. <br />The ordinance would be highly advertised, by <br />posting and by signs throughout the <br />communities. <br /> <br />c. An increase in patrol rates in my iu~gment <br />would not improve the system or its <br />effectiveness, or more operating revenue for <br />the company and my services would be requested <br />less by the communities when such services are <br />greatly needed to provide adequate control. <br /> <br />2. I am sorry to inform you personally with this short <br />of a notice for all the changes that would be required <br />within the next two months for me to continue serving <br />your community. This is what I have done so far that <br />has led to this short notice: <br /> <br />a. Middle of July, 1982 - meeting with Blaine <br />City Manager and Chief of Police - left copies <br />of ordinance, system changes, and my <br />intentions. <br /> <br />b. Last part of July, 1982 - meeting with <br />Anoka County Sheriff - left copies of <br />ordinance, system changes, and my intentions'. <br /> <br />c. August 15, 1982 - meeting with ~o{nt Anoka <br />County Chiefs - left copies of ordinance, <br />personally explained the ordinance and system <br />changes. <br /> <br />Checking back with Managers and Chiefs, the general <br />consensus was simply, "We'll wait and see". Due to the <br />monetary investment and large overhead that needs to be <br />implemented to effectively carry out these changes we <br />cannot afford a "wait and see" attitude. We need a <br />positive response now. <br /> <br />I am likewise addressing a letter to the Anoka Countv Board of <br />Commissioner requesting they adopt a complete system and <br /> <br /> <br />
