I
I
I
I
i

there is enough waste to be a problem and those wastes are being mishandled.
The State does have regulations but there are only so many inspectors and
there is only so much you can do to enforce those regulations.

Kathy Moore stated that PCA would regulate hazardous waste processing firms
and they would be taxed as a commercial business.

Steve Reiner stated that sewer and sewer capacity, at a hazardouse waste
facility site, is very crucial.

Mayor Gamec stated that Ramsey's sewer capacity is very limited, that Ramsey
only qualifies for low flow and light commercial.

Steve Reiner replied that Ramsey does have access to a river.

Mr. Schnelle stated that dumping in the river would create problems with
Coon Rapids and the Scenic River Act and the Minneapolis Water Department.

I
I
I
I
I

Steve Reiner replied that transfer stations and solven recycling plants would
not require special sewer facilities.

Mayor Gamec stated that the next public meeting regarding Waste Management
is November 17, 1982 at the Blaine Senior High School Cafeteria at 7'00 P.M.

Kathy Moore stated that the Waste Management Board would appreciate some
input from the City of Ramsey before December 16, 1982, at which time the
Board will do a narrowing down process to 8-12 areas. Kathy Moore also
stated that the Waste Management Board is willing to provide this same
presentation to any smaller community groups that are interested.

Mayor Gamec stated that EDC, P&Z, etc. would have been interested and probably
should have been invited to this meeting.

MAYOR/COUNCIL INPUT

!
I

Mayor Gamec stated that Ramsey Elementary School is holding a mock election.
He further stated that all candidates for this mock election will be giving
their speeches at Ramsey School on October 26, 1982 at 2:30 P.M. On November
23, 1982, the elected officials from this mock election will conduct a mock
council meeting at Ramsey Municipal Center at 7:00 P.M.

ADJOURNMENT

Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to
adjourn the special meeting.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Van Wagner, Reimann,
Sorteberg. Voting No: None. Absent: Councilmember Cox.

The special meeting of the Ramsey City Council adjourned at 9:48 P.M.

Respectfully submitted,

Sylvia Frol ik
Council Secretary

Lloyd G.
