I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br />TO: <br /> <br />F ROM: <br /> <br />RE: <br /> <br />Mayor and City Councilmembers <br /> <br />City Administrator <br /> <br />Staff Report for December 1982 <br /> <br />1) Finance - The following is hereby submitted to you on this category, <br /> <br />a) <br /> <br />Cash Flow Report for November 1982 - The Cash Flow Report for the month <br />ending November 30, 1982 is contained as enclosure (D2-a) 0 Our cash flow <br />is holding right.in there during these troubled times. <br /> <br />b) <br /> <br />c) <br /> <br />Revenue and Expenditure Report for November 1982.- This is the abbreviated <br />Revenue and Expenditure Report for November 1982 and it appears we are doing <br />fine in the management of our revenu~ and expenditures for-year 1982. <br /> <br />Minnesota and its affect on the City of Ramsey in regards to finance -It <br />appears that the State of Minnesota's financial woes are going to stay with <br />the State for a period of time. The immediate effect in regards to the cut <br />back in local aids to cities Will amount to approximately $10,000. The major <br />concern I see for us here in Minnesota is the affect these financial woes are <br />going to create in our bond ratings and the selling of bonds. It is so im- <br />portant to maintain top drawem financial integrity, This is the area where <br />poor fiscal management can really shackle a State or City. According to what <br />I have been told by top officials of the Moody Rating Service, Minnesota has <br />a lot of shaping up to do before it is out of the woods. It appears to me <br />Minnesota has really over-extended itself. This is something we are all <br />aware of when we look at the Minnesota tax laws. <br /> <br />2) General - This has been a year of many special projects, <br /> <br />a) <br /> <br />Ad Hoc Committee regarding the development of an ordinance to govern the in- <br />stallation of public utilities and the assessing of them. Council should <br />commend those who served on the committee and also Building Official Berg <br />and City Engineer Raatikka who served as exofficio members to the committee, <br />as they really did a fine job. This particular document is going to be an <br />invaluable tool to the City of Ramsey in the management of growth in the <br />forthcoming years. Incidently, the ordinance is on your agenda for action <br />tonight to set up a special meeting to review it. It would be a good idea <br />after you review it at a special meeting to hold a public hearing on it at <br />a regular meeting. <br /> <br />b) <br /> <br />Report on existing Landfill and proposed Landfill Site '!P" ~ City Staff will <br />have this very comprehensive report ready for Council review at this meeting. <br />This report will be the City's response to Anoka County and the Metro Council <br />in regards to the proposed Landfill Site "P". <br /> <br />c) <br /> <br />State Aid Lawsuit - This case is moving along extremely well. Our expert <br />witness is busy putting together the material that they have been furnished <br />and are extremely pleased with it. <br /> <br /> <br />
